The NISC IV program within Leidos Civil Group is seeking a candidate with an Air Traffic Control background to support the Federal Aviation Administration (FAA) as a Safety Management System (SMS) Facilitator conducting Safety Risk Management (SRM) Panels for Airport Traffic Control Tower (ATCT) siting studies.
Significant emphasis will involve proactively identifying areas of concern involving operational safety of facilities, validating general safety expectations, and making recommendations for further action and involvement with field facilities involving safety processes. The candidate must utilize substantial initiative in identifying potential risks within the National Airspace System and providing recommended courses of action.
Routine duties will include:- Support requests from the FAA to conduct and/or assess the requirements for Safety Risk Management procedures.
- Perform the duties of the National Coordination for ATCT siting studies as identified in FAA Order 6480.4.
- Work directly with project team members/government personnel as part of documentation development process.
- Validate technical content and acquire subject knowledge through research and consultation with Subject Matter Experts (SMEs) to provide recommendations for improvement and/or resolve any technical issues.
- Coordinate and participate in project meetings and document results, meeting minutes, and action items, as required.
- Provide initial SRM assessment and recommendations for assigned projects.
- Facilitate SRM Panel or support the development of a SRM Decision Memorandum (SRMDM).
- Develop, coordinate, review, edit, and deliver a draft Safety Risk Management Document (SRMD) to the SRM Panel; ensuring documentation is compliant with FAA Order 1000.36 (FAA Writing Standards).
Please note:
100% remote with travel of 10% approximately.
- Previous designation as a Certified Professional Controller (CPC).
- BA degree and 12+ years of prior relevant experience OR a Masters with 10+ years of prior relevant experience OR equivalent practical experience as a CPC. Additional years of relevant experience may be accepted in lieu of degree.
- Demonstrated project management skills; the ability to manage several complex projects simultaneously in order to meet customer requirements and deadlines (i.e., manage time, prioritize tasks, coordinate resources).
- Comfortable with public speaking and facilitating SRM Panels.
- Strong writing skills that demonstrate the ability to communicate technical information of an aviation nature.
- Ability to obtain a Public Trust Security Clearance Suitability (To be eligible for Public Trust Security Clearance, one must be either a U.S. Citizen OR a U.S. Permanent Resident/Green Card holder who has resided in the U.S.A for the past 3 years of the past 5 years consecutively with no breaks).
- Position requires approximately 10% travel.
Qualifications:
- Familiarity with the ATO SMS Manual.
- Familiarity with FAA Order 6480.4, ATCT.
Please Note:
The program budget salary for this role could fall anywhere between $140,000 to mid/high $150,000 with a slight wiggle room (no guarantees) based on relevant experience and assessment.
