Overview
WSP is initiating a search for a Construction Manager for the Power Constructors, Inc. (PCI) sector for our Vancouver, WA office. This position offers remote work from mutually acceptable locations:
Seattle, WA;
Lake Oswego, WA;
Clarkston, WA;
Spokane, WA;
Portland, OR; and Boise, will be involved in projects with our EPC Project Management team and contribute to a growing organization that meets our clients objectives and challenges.
Provides high level technical project leadership, and guidance with managing the administrative, commercial, and technical components of assigned project(s) or a portfolio of projects in accordance with WSP’s core values and the level of project services agreed upon in the contract by WSP and the client(s). Tasks include responsibility for the overall performance of assigned projects that are moderate to large in size/complexity and regional in scope, including oversight for financial, technical, client satisfaction, quality, safety, and schedule.
Ensures that responsibilities throughout the project lifecycle (proposal phase, project startup and planning, project execution, reporting, and project closeout) are adhered to, delivered, and audited with a quality level that meets or exceeds corporate standards for safety, execution, profitability, and operational purpose.
- Constructability resource who will work closely with a dedicated civil engineer on the early development and progressive design of high voltage transmission lines and systems.
- Provide oversight and input to cross-functional teams to execute project work from preliminary design to 30% design on single or multiple concurrent projects, including budgets, tracking hours and expenses, task completion, cost and quantities of materials/equipment/labor, deliverables, compliance documentation, and managing contractual obligations to deliver the project as defined in the contract.
- Contribute to development of project proposals, cost estimates using work breakdown structure (WBS) tasks, scope, schedules, resource plans, risk contingencies and adherence to the QA/QC plan, as applicable.
- Assist in supporting the design team with the development and constructability reviews of project requirements:
Construction Specifications and Bid Units, Construction Drawings, Construction Estimates, Construction Bill of Material, Construction Feasibility Studies and Reviews, Project Documentation Review with Project Teams, Permitting Support with government agencies, Environmental Support, Construction Scope of Work and Schedule, and collaboration with GIS to create map books. - Develop constructability plans for: transmission line access road routing network and areas of effect (access road types, guard structures, work areas, landings, lay down yards, fly yards, pulling and tensioning sites) documented in Google Earth; conductor pull plans including pulling location easements and construction step plans.
- Perform and/or participate in field trips for constructability/field verification and planning.
- Travel to project locations to perform site investigations and gather information needed for pre-construction planning and preliminary design. Ability to travel for field trips and constructability reviews for up to one week at a time.
- Participate in problem project reviews, providing input on root cause issues and potential solutions to leadership and other stakeholders.
- Assist with meetings with clients or other disciplines during design review cycles.
- Exercise responsible and ethical decision-making regarding company funds, resources, and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
- Perform additional responsibilities as required by business needs.
Required Qualifications
- Bachelor’s degree in construction management or closely related discipline, or demonstrated proven equivalent experience.
- 10+ years of relevant post-education experience as a certified high voltage lineman or substation wireman, and/or Professional Project Management (PMP) certification or equivalent.
