In this position, you will be responsible for ensuring the precision of all testing procedures in accordance with Pennsylvania Test Method (PTM) guidelines, as well as relevant standards set by the American Association of State Highway Transportation Officials (AASHTO) and the American Society for Testing and Materials (ASTM). Your duties will include monitoring shipments to verify that the quality of delivered materials aligns with specifications, supported by accurate weigh slips.
You will observe technicians conducting tests and maintaining quality control at Portland cement plants, asphalt facilities, and aggregate quarries. It is essential to document sampling and testing methods accurately, adhering to the designated procedures for each material type.
You will also identify potential issues and propose solutions when feasible, promptly reporting any problems to your supervisor. Additionally, you will apply appropriate testing methods and assess compliance with standards from material suppliers, covering areas such as extraction, gradation, specific gravities, absorption, air content, slump tests, unit weights, and wash tests. Your role will involve providing consistent quality assurance reviews of suppliers’ quality control and testing practices.

Work Schedule and Additional Information:- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch
- You will work closely with vendors and work hours may change based on vendor availability
- Telework:
You may have the opportunity to work from home (telework) part-time, on an ad hoc basis upon completion of probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Montoursville.

Selected candidates who are new to employment within the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $45,907 (before taxes) - You will receive further communication regarding this position via email. - Three years of experience in highway or bridge surveying, design, construction, or inspection work; or
- Three years of experience in quality control of materials or building or construction industry experience, which includes reading and interpreting blueprints, plans, or schematics; or
- One year as an Engineering Technician (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years as a Transportation Technician or Construction Cost Technician 1 (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
- One year of construction inspection experience, and an associate’s degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology; or
- An equivalent combination of experience and training
