With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.
The Mobility and Sustainability Division of the Public Works Department is aimed at planning and directing the implementation of the City’s adopted transportation plans and policies, including maintenance planning for City pavement, floodgates, and bridges. This work is managed through the Funding and Asset Planning section in the division, specifically by the Senior Engineer position. This Senior Engineer position is responsible for working with consultant teams to evaluate the conditions of existing pavement, floodgate, and bridge assets;
develop reports of asset status; and identify priorities and funding to address maintenance needs. This work is highly technical and requires an understanding of principles and practices of engineering, methods of design and construction, as well as federal, state, and local laws regarding engineering. This position will ensure the City understands the status of current pavement, floodgate, and bridge infrastructure and will identify paths forward to prioritize, identify funding, and maintain infrastructure to not only ensure an operational transportation system but to limit City liability and risk related to the condition of infrastructure.
CANDIDATE STATEMENT
The ideal candidate will have a background in planning, policies, and management of assets, including pavement, floodgates, and bridges. They will also have experience coordinating with partner departments and agencies, including departments of utilities, utility companies, communication companies, and street construction companies. The ideal candidate will be results-oriented and have the ability to manage and navigate change and political environments.
Under general direction, the Senior Engineer participates in the conduct of complicated civil, structural, electrical, or mechanical engineering planning, design, construction, maintenance/operation, plan review, assessment, and regulatory activities; develops plans; inspects sites and assists in problem resolution; coordinates engineering related activities with other City departments and outside agencies; conducts engineering planning studies; conducts plan reviews; and prepares grant applications.
SUPERVISION RECEIVED AND EXERCISEDGeneral direction is provided by higher level licensed professional staff. Incumbents may oversee a project team consisting of professional and technical personnel staff assigned to a project. Responsibilities may include direct or technical supervision of lower level personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Develop plans and estimates work orders for the construction of public works and capital improvement projects and programs (including public buildings, transportation infrastructure, public spaces, and public services); inspect project sites; assist in solution of difficult engineering problems; interpret specifications and City policy; make change orders.
- Participate in the selection and management of consultant engineers for the development of plans and specifications, studies and reports; review plans for construction prepared by private engineers.
- Provide direct supervision over lower level staff including assigning, directing, training, and evaluating subordinate staff; perform evaluations; and recommend discipline.
- Check computations and specified materials for accuracy and conformance with regulations; review and make recommendations on technical reports and studies.
- Initiate and conduct engineering planning studies to identify public works facilities; review and participate in the preparation of environmental assessments and studies; prepare project status reports; and check private building plans for compliance with City building codes and ordinances.
