Position: ASSISTANT TRAFFIC ENGINEER II - Range 16E / AMEA

Position Overview

This position is represented by the Anchorage Municipal Employees Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA. If the selected individual is not affiliated with the AMEA Union, they must become a member in good standing within 31 days of beginning work.

Department: Traffic Engineering Department
Hours of Work: Monday through Friday; 8:00 a.m. to 5:00 p.m. (Alternative 40‑hour schedules available with supervisor approval)
Location of Work: 4700 Elmore Road, Anchorage

• Eligible for a five percent (5%) additional professional certification pay with a valid State of Alaska Professional Engineering (P.E.) License. Eligible candidates must provide evidence of the professional certification.

• Remote work schedule opportunities may be considered after successful completion of probation, at the discretion of management and with approval of the department head. Not all positions are eligible for telecommuting per P&P 40‑40.

Responsibilities
  • Review, research, recommend approval, authorize, and give written comments on plat reviews, rezoning and conditional use requests, ordinance amendments, public facility site plans, and building and driveway permits.
  • Review applications based on conformance with municipal code regulations, design criteria standards, policies and procedures, and principles and practices of traffic engineering.
  • Respond to public inquiries and maintain direct contact with the public.
  • Coordinate projects in-house and with other agencies, attend joint staff review and preliminary application meetings with developers, platting, or building safety staff to resolve conflicting requirements.
  • Represent Traffic Engineering at Platting Board, Planning and Zoning Commission hearings, and the Zoning Board of Examiners and Appeals.
  • Resolve conflicting code requirements collaboratively with planning, zoning, project management, engineering, and private development staff.
  • Demonstrate knowledge of technical and legal (appellate court) issues related to land development.
  • Perform other duties, including traffic safety evaluations of citizen and elected official concerns, as assigned.
Qualifications and Requirements
  • Engineer in Training (EIT) Certificate or Professional Engineering Registration AND five (5) years of experience in traffic engineering or a related field, of which at least one (1) year must be at the level of an Assistant Traffic Engineer I with the Municipality of Anchorage, or equivalent elsewhere.
  • OR Bachelor’s degree in Traffic Engineering, Transportation Planning, Civil/Environmental/Related Engineering, Electrical Engineering, Land Use, or a related discipline AND four (4) years of experience with at least one (1) year at the level of an Assistant Traffic Engineer I with the Municipality of Anchorage, or equivalent elsewhere.
  • OR Master’s degree in the same fields AND two (2) years of experience with at least one (1) year at the level of an Assistant Traffic Engineer I with the Municipality of Anchorage, or equivalent elsewhere.
  • Valid State of Alaska Driver’s License with a satisfactory driving record at the time of hire.
  • All applicants must be legally authorized to work in the United States; sponsorship is not available.
  • Preference will be given to AMEA employees. AMEA employees who are successful in the screening process will be forwarded to the department for consideration prior to any non‑AMEA applicants.
  • Military service interview preference:
    Veterans or those eligible for interview preference under Municipal Personnel Rules must attach proof of service or a DD Form 214/256, NGB Form 22, or VA letter indicating honorable discharge. The minimum qualifications must be met for preference consideration.
  • Applicants must ensure all required certifications and licenses remain current for the duration of employment.
