Position: Env Compliance Senior Technician-PCM & Permitting (Hybrid)

The City of Bellevue’s Utilities Department seeks an experienced Environmental Compliance Senior Engineering Technician to manage post‑construction monitoring (PCM) and support environmental compliance and permitting activities tied to capital projects.

Job Summary

As an Environmental Compliance Senior Engineering Technician, you will oversee the PCM program, ensuring mitigation of construction impacts, compliance with local, state, and federal permitting, and the health and survival of the city’s plant assets. You will coordinate with capital project managers, oversee contractors and consultants, conduct site assessments, and provide subject‑matter expertise to resolve stakeholder inquiries.

Essential Duties and Responsibilities
  • Manage the Utilities Department’s PCM program to mitigate construction impacts and ensure plant survival.
  • Coordinate with capital project managers to identify upcoming PCM work required by permits.
  • Oversee PCM program consultants and contractors, including procurement, contracting, monitoring, reporting, invoicing, etc.
  • Conduct site assessments to determine plant health and permit compliance, performing field work as needed.
  • Oversee and direct mitigation work performed by volunteers during special events.
  • Respond to stakeholder inquiries and provide expertise to resolve issues and meet customer needs.
  • Ensure PCM sites are safe for contractors, City staff, and the public.
  • Assist capital project managers concerning other permitting needs beyond PCM.
  • Coordinate with Operations & Maintenance and/or Parks Department staff regarding ongoing plant maintenance needs.
  • Assist in obtaining easements and right‑of‑entry to perform monitoring on private property.
  • Lead or assist with public outreach and engagement.
Qualifications
  • Experience with PCM permitting and mitigation site monitoring is required.
  • Working knowledge of local, state, and federal environmental regulations relevant to construction projects.
  • Knowledge of natural ecosystems of the Pacific Northwest is desired.
  • Knowledge of natural resource management techniques such as exotic plant and invasive species control is desired.
  • Ability to communicate effectively with customers, coworkers, consultants, contractors, regulators, and the public.
  • Ability to initiate, coordinate, provide follow‑up, and complete diverse projects involving natural resource management.
  • Ability to establish and maintain effective working relationships with the general public, coworkers, and elected and appointed officials.
  • Knowledge of a wide variety of municipal, state, and federal codes, regulations, and ordinances.
Education, Experience, and Other Requirements
  • Graduation from an accredited four‑year college or university with a degree in environmental science, biology, or a related field;
    Master’s degree preferred.
  • Five years of progressively responsible experience in environmental science, environmental planning, permitting, or related fields.
  • Proficiency in Microsoft Office products.
  • Project management training and experience is desired.
  • Washington State Driver’s License required or the ability to obtain within six months of hire.
Physical Demands
  • Work involves moving, communicating, operating computer equipment, light tools, and reaching.
  • Job requires performance under adverse weather conditions and on uneven, sloped ground (e.g., stream banks, landscaped areas).
  • Vision abilities required include close, distance, peripheral, depth perception, and the ability to adjust focus.
  • Employee may be required to push, pull, lift, and/or carry up to 40 pounds.
  • Noisy environments may occur in the field, while the office is usually moderately quiet.
Flexible/Hybrid Working

A hybrid work schedule is available after an orientation period. Remote work is subject to departmental needs and will be discussed with candidates during the selection process. Full‑time remote work is not an option. Once hired, employees must reside in Washington State and within reasonable commuting distance to Bellevue City Hall.
