The City of Oxnard's Public Works Department is seeking a City Traffic Engineer! The ideal candidate will have strong analytical and leadership skills, be well-versed in modern principles and practices of transportation engineering and possess solid communication skills. THE DEPARTMENT
The Public Works Department consists of over 500 budgeted FTEs and is responsible for the design, construction, renovation and operation of public projects and facilities ranging from seawalls to wastewater treatment plants; sewers; storm drains; water; parks; facilities; and maintenance of streets, sidewalks, streetlights, traffic signals, and street landscapes. The Department's executive team is committed to delivering projects and programs that enhance the quality of life, economic growth, and the environment for all residents.
The Public Works Department is comprised of several divisions with an operating and capital budget of $364 million for FY 2025-26.

Engineer Division Manager
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Senior Engineer in that it provides management of complex, sensitive and/or citywide projects and may provide direct supervision of engineers and technical staff.
SUPERVISION EXERCISED / SUPERVISION RECEIVED:
As assigned, incumbents supervise professional, paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.
WORK SCHEDULE:
The normal work week is Monday-Thursday, 8:00 a.m.
- 6:00 p.m., and alternating Fridays, 8:00 a.m.
- 5:00 p.m. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is not eligible for overtime pay.
The City does not offer hybrid or remote work.

City Traffic Engineer manages and directs operations of Traffic and Transportation services with diverse funding sources for its distinct programmatic areas. This position has primary responsibility for large, complex budgets and functions as a key member of the department's senior management team, formulating departmental administrative and operational policies and procedures.
The City Traffic Engineer reports directly to the City Engineer and oversees a team of 9 full-time employees as well as consultants in the areas of:
Administrative management - prepares and administers the Transportation and Mobility section of the Public Works budget. Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment which supports achieving City objectives and service expectations. Manages contracts for consultants providing traffic engineering services, coordinates traffic services with other City departments. Performs grant development: research programs for developing potential funding of traffic safety related projects.
