Overview

Project Controls & Engineering Manager at Hi-Way Paving. We are general contractors in the construction field that specialize in significant amounts of concrete paving, storm drainage, and excavation on highways and airfields.

What You'll Do

We are seeking a Project Controls & Engineering Manager to strengthen how we execute, track, and continuously improve our projects. This role sits at the intersection of operations, project management, cost engineering, and systems, helping ensure our teams are working efficiently, our financials are accurate, and our processes scale as we grow. The right person will be analytical and hands-on—capable of digging into cost reports, standardizing how work gets done, and driving adoption of the tools and processes that support our field and project teams.

This role will be located at our home office in Dublin, OH, with travel as needed to project sites.

Process Optimization & Standardization
  • Evaluate current workflows across project engineering and management to identify inefficiencies, risks, and cost-impacting gaps. Develop, document, and continuously refine standard operating procedures (SOPs).
  • Create process maps for key activities, including:
    • Project startup and closeout
    • Pay application workflows
    • Quarterly earnings processes
    • Day-to-day project engineer/project manager responsibilities
Project Controls & Cost Oversight
  • Review project cost reports monthly to ensure accuracy and identify variances.
  • Analyze cost performance (under/over-performing items) and communicate findings to project teams and leadership.
  • Provide company-wide cost reporting to support quarterly earnings preparation.
  • Participate in quarterly earnings reviews with senior leadership.
Estimate & Pay Application Oversight
  • Support and guide project engineers and project managers in preparing accurate and timely pay applications.
  • Maintain and improve SOPs for pay application submission and tracking.
  • Monitor receivables timelines and follow up as needed.
  • Coordinate the waivers and support subcontractor payment processes.
  • Evaluate opportunities to further integrate these processes into systems like Vista.
Systems & Technology Integration
  • Serve as a champion for effective use of operations software, including HCSS applications and Vista.
  • Identify gaps, inefficiencies, or under utilization in current systems.
  • Drive consistency and accountability in how teams use these tools.
  • Partner with operations and technology teams to improve system integration and workflows.
Requirements What We Look For:
  • 4–8+ years of experience in heavy civil construction, project engineering, project management, or project controls, required.
  • Strong understanding of:
    • Project cost tracking and reporting
    • Pay applications and revenue recognition
    • Field operations and project workflows
  • Experience working with construction management or ERP systems (Vista, HCSS/Heavy Job, or similar preferred).
  • An analytical mindset with the ability to identify trends, issues, and improvement opportunities.
  • Strong organizational and process-oriented thinking.
  • Ability to communicate clearly with field staff, project managers, and senior leadership.
  • Self-starter who takes ownership and drives initiatives forward.
