Job Summary:

Serve as Program Administrator 2 for the Utility and Railroad Engineering (URR) Section providing strategic leadership, operational oversight, supervision, and direction for a multidisciplinary team of engineering utility and railroad coordinators. Lead daily operations ensuring collaborative planning and coordination with, and information dissemination to, internal and external stake holders. Ensure policies and procedures remain compliant with federal, state and organizational mandates and align with the Agency's mission and strategic objectives.

Manage the Subsurface Utility Engineering (SUE) on call contracts and overall program process. Manage the Railroad At Grade Crossing Safety program (Section 130). Oversee performance reviews and key indicators. Model ADOT values through leading, coaching and developing problem solvers and standard work to sustain continuous improvement.

This position may be available for remote work within Arizona (# days per week in the office/hoteling).

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Provide strategic leadership/oversight and direction for the URR team and manage the Subsurface Utility Engineering (SUE) on call contracts and overall program process. Prioritize and coach staff to assure work adheres to project requirements for producing quality projects on the schedule. Implement process improvement measures to sustain professional excellence, accountability and continuity.

Ensure procedures (standard work) and contingency strategies are developed and maintained in compliance with federal, state and local requirements. Maintain and monitor adherence to Agency policies, industry standards while aligning with ADOT's mission. Regularly monitor and update methodologies to reflect regulations, organizational directives and best practices.

Manage research, performance, and review utility and railroad agreements and clearances. Develop and coordinate master agreements with railroads and utilities and standard agreements throughout. Research industry standards for utility and railroad installations and ensure compatibility with roadway needs.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

* Principles and practices of Civil Engineering as applied to the development, design construction and maintenance of the State Highway System.

* Federal and State regulations, agency standards to the Project Development, railroad and highway design development and construction specifications.

* Familiar with risk assessment methodologies, as it relates to the preparation and writing of legal contracts and agreements.

* Understanding of the laws and federal regulations and application of Prior Rights (for land issues), Sub Surface Utility Investigations (for design guidance).

* Understanding of the federal Section 130 program and ADOT's relationship with the ACC in implementation of railroad actions.

* Understanding of budget development and administration.

Skill in/with:

* Supervising and managing staff and programs effectively.

* Oral, written and verbal communication: researching and interpreting a wide variety of complex technical data, analyzing highway related projects, listening and problem solving.
