Senior Civil Engineer (Transportation)
Do you have a sharp eye for detail, exceptional organizational skills, and a deep understanding of engineering principles? The Pennsylvania Department of Transportation (PennDOT), Bureau of Design & Delivery is seeking a skilled Senior Civil Engineer (Transportation) to help guide important updates to highway construction specifications. This is a fulfilling role that allows you to apply your engineering expertise to decisions that shape roadway design and safety across the Commonwealth, review standards, support policy development, and work with experts statewide.
Descriptionof Work
This position supports the Highway Design and Technology Division by developing, reviewing, and updating construction specifications and related materials. Through your work, you will ensure that highway policies, standards, and pay items are accurate, consistent, and aligned with engineering best practices.
- Specification Development:
Prepare, review, and update construction specifications and special provisions for statewide use - Technical Guidance:
Provide engineering interpretation and recommendations on specification issues and proposed changes - Process Coordination:
Manage the Clearance Transmittal process and coordinate updates with internal and external partners - Standards Review:
Evaluate design standards, pay items, and technical publications for accuracy and needed revisions - Collaboration Work:
Work with districts, industry groups, and federal partners to review and improve specification practices - System Support:
Assist with enhancements to the department's Engineering and Construction Management System (ECMS) and maintain proficiency with engineering software tools
- Full‑time employment
- Work hours are 8:00 AM to 4:30 PM, Monday‑Friday, with a 60‑minute lunch
- Telework:
You may have the opportunity to work from home (telework) part‑time; telework requires a securely configured high‑speed internet connection and an approved location inside Pennsylvania. If you are unable to telework, you may report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time - Salary:

Required Experience, Training & Eligibility
- Five years of civil engineering experience in the appropriate specialty and an Engineer‑in‑Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline
- Six years of civil engineering experience in the appropriate specialty and an Engineer‑in‑Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists
- Two years of professional civil engineering experience in the appropriate specialty and a bachelor’s degree in civil engineering or a closely related engineering discipline

- PA residency requirement is currently waived for this title
- You must be able to perform essential job functions
- Pennsylvania law (51 Pa. C.S.) 7103 provides employment preference for qualified veterans for appointment to many state and local government jobs.
