Environmental Compliance Senior Engineering Technician

Job Summary

Bellevue Utilities provides future‑focused utility services to the community, supporting public health and safety, quality neighborhoods, and a healthy environment. This position seeks an Environmental Compliance Senior Engineering Technician to manage the post‑construction monitoring (PCM) program, ensure compliance with capital project permits, optimize plant health, and support related environmental compliance activities.

• Manage the Utilities Department’s PCM program to mitigate construction impacts and ensure plant survival.
• Coordinate with capital project managers to identify PCM work required by permits.
• Oversee PCM consultants and contractors, including procurement, contracting, monitoring, reporting, and invoicing.
• Conduct site assessments to evaluate plant health and permit compliance; perform field work to correct minor problems when efficient.
• Oversee and direct mitigation work performed by volunteers during special events.
• Respond to stakeholder inquiries, providing subject‑matter expertise to resolve issues and meet customer needs.
• Ensure PCM sites are safe for contractors, City staff, and the public.
• Advise capital project managers on permitting needs beyond PCM.
• Coordinate with Operations & Maintenance and/or Parks Department staff regarding ongoing plant maintenance.
• Assist in obtaining easements and right‑of‑entry for monitoring on private property.
• Lead or assist with public outreach and engagement.
• Perform other assigned tasks based on interests and skills.

• Experience with PCM permitting and mitigation site monitoring, including local plant and vegetation knowledge.
• Knowledge of local, state, and federal regulations relevant to environmental mitigation.
• Knowledge of Pacific Northwest ecosystems, natural resource management, and invasive species control is desired.
• Effective communication skills with customers, coworkers, consultants, contractors, regulators, and the public.
• Ability to coordinate, follow up on, and complete diverse natural resource management projects.
• Ability to establish effective working relationships with the public, coworkers, and officials.
• Knowledge of municipal, state, and federal codes, regulations, and ordinances.

• Bachelor’s degree in environmental science, biology, or related field (master’s preferred).
• Five years of progressively responsible experience in environmental science, planning, permitting, or related work.
• Proficiency in Microsoft Office.
• Project management training and experience desired.
• Washington State driver’s license required or ability to obtain within 6 months.

• Requires moving, communicating, operating computer equipment, light tools, and reaching.
• Must perform essential tasks under adverse weather and on uneven, sloped ground.
• Vision abilities include close, distance, peripheral, depth perception, and focus adjustment.
• May need to push, pull, lift, or carry up to 40 pounds.
• Noise level usually moderately quiet in office and moderately loud in the field.

A hybrid work schedule is available after orientation. Remote work is subject to operational needs and will be discussed. Full‑time remote work is not available. Employees must reside in Washington and be within reasonable commuting distance to Bellevue City Hall.
