Job Overview

Jacobs is looking for a passionate and detail-oriented Environmental Planner Specialist to join our Environmental Planning sector. In this role, you'll help shape the communities we live in by contributing to impactful federal environmental projects. As part of a collaborative team of scientists, engineers, and community specialists, you'll play a crucial role in preparing complex Environmental Impact Statements (EISs), Environmental Assessments (EAs), and other essential environmental compliance documents. Your work will support important legislation like the National Environmental Policy Act (NEPA), the Clean Water Act (CWA), and the National Historic Preservation Act (NHPA), among others. You will have the opportunity to engage in public outreach programs, conduct vital technical studies, and assist in the development of regulatory permits for transportation projects.

Responsibilities
  • Coordinating projects and tasks related to NEPA documents.
  • Collaborating with staff on diverse research topics to support document preparation.
  • Defining project scope, needs, and alternatives while ensuring compliance with NEPA.
  • Drafting NEPA documents, including Categorical Exclusions (CEs), EAs, and EISs.
  • Conducting special studies in accordance with Section 4(f), Section 7 of the Endangered Species Act (ESA), and Section 106 of the NHPA.
  • Ensuring timely project deliverables and maintaining quality standards.
  • Supporting public involvement initiatives.
  • Managing multiple projects simultaneously with varied complexities.

Qualifications
  • A bachelor’s degree in planning, environmental law, biology, or a related environmental science program.
  • Understanding and hands‑on experience with NEPA environmental compliance related to transportation infrastructure projects.
  • Five or more years of experience in transportation‑related roles.
  • Excellent writing and verbal communication skills, with a strong ability to collaborate with diverse teams.
  • Experience communicating findings to clients and developing strategies for environmental processes; experience in client representation in project coordination.
  • Proficiency in managing project scope, schedule, and budgets effectively.
  • Capability to produce high‑quality deliverables that exceed client expectations.
  • Experience with proposal preparation and conducting interviews.
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel).
Preferred Qualifications
  • A master's degree in planning, environmental law, biology, or a related environmental science program.
  • Established client relationships on the east coast that can facilitate local interactions in the market.
  • Experience with Section 404 permitting processes and Section 106.
  • Knowledge of alternative delivery transportation projects.
  • Strong proposal and technical writing capabilities.
  • Willingness to travel locally and nationally as needed for project work.
  • A valid driver's license and a safe driving record.
  • Familiarity with ArcGIS is advantageous.
