With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.
This position is in the Engineering and Water Resources Division of the Department of Utilities (DOU) and is responsible for supervising the Development Review and Floodplain Management Section. The Section oversees entitlement review and commercial/residential plan review to ensure compliance with established DOU standards, and provides customer service support to the Community Development Department (CDD). In addition, the Section is responsible for the City’s floodplain management activities, including participation in FEMA’s Community Rating System (CRS) program.
The Supervising Engineer is responsible for ensuring DOU design standards are followed; tracking and meeting document review performance measures; providing support to CDD; coordinating with other City departments; working with local, state, and federal agencies on floodplain issues; supporting Section staff on complex projects; providing leadership within the DOU; and managing engineers, technicians, analysts, students, and consultants assigned to the Section.
Candidate Statement
The ideal candidate will have experience managing engineers and other technical staff, along with a background related to development projects and/or floodplain management. They will be a highly motivated, goal-oriented leader capable of ensuring deadlines are consistently met. The ideal candidate is willing to attend City Council meetings, public outreach events, and coordination meetings outside of regular working hours.
Responsibilities- Supervise professional and technical staff performing professional engineering work for a major unit of a City department; prepare engineering studies and reports; assist in development and implementation of goals and policies; supervise and assist in preparation of budgets and capital improvement programs.
- Supervise, train, and evaluate professional and technical subordinates; provide technical advice and assistance to staff; select and supervise the work of contractors; supervise the development of plans and estimates for construction and major repair of public works systems; supervise and participate in the preparation of special engineering studies and reports.
- Assist in the development and implementation of goals, objectives, policies, and priorities for an engineering unit; assist in the preparation and administration of unit budget; supervise and participate in the preparation of capital improvement programs and budgets.
- Confere with supervisors and assistants regarding project priorities and progress; participate in planning, progress and design review meetings; provide technical assistance to resolve barriers to completion; negotiate contractor claims.
- Review and approve engineering drawings, work orders, consultant and related bills and purchase orders; prepare and monitor consultant agreements, review new and proposed laws, regulations, codes, methods, materials and techniques for application to projects; develop and implement procedures, standards and systems.
- Serve as staff to a variety of City commissions, boards, and committees on public works systems matters; coordinate engineering activities with other City departments, divisions, and sections, and with outside agencies; make presentations to Council Members and respond to their questions and concerns; meet with community groups, business leaders and other interested parties regarding projects and concerns.
