Jurisdictional Consultant

Position Overview

The Boiler Inspector (Jurisdictional Consultant) learns and develops the skills required to manage, inspect, evaluate, and consult with clients. The primary responsibility is conducting in-service jurisdictional inspections of boilers and pressure vessels located mainly in Northeastern Pennsylvania and Southeast NY State. The inspector is supervised by the Operations Chief Inspector. Based on experience candidates will be considered for a Jurisdictional Consultant I or II.

Conduct inspections within the requirements of the ASME Boiler and Pressure Vessel Code, the Rules of the National Board of Boiler and Pressure Vessel Inspectors, The National Board Inspection Code, jurisdictional laws and regulations, FM programs, procedures, and instructions.

• BS in Engineering, associate degree from a 2‑year technical school, or high school diploma (or equivalent).

• National Board and state certifications, qualified to review repairs in accordance with NBIC and FMIC requirements.

• National Board In‑Service commission qualification requirements, Rules for Commissioned Inspectors (RCI‑1NB‑263).
• Acquisition of a passing score on the National Board Exam and meet State requirements.
• National Board Commission and certification from at least one jurisdiction within 12 months of entering the position.

• Required experience as per the current National Board Rules for Commissioned Inspectors to acquire the initial National Board In‑service Commission (IS).
• Experience in boiler and pressure vessel construction, operation, and inspection, mechanical and electrical equipment, understanding of management systems, and a good understanding of nondestructive methods and results.

• Strong overall technical knowledge in the boiler and pressure vessel construction and inspection industry.
• Good communication and listening skills.
