Job Overview
The Oregon Department of Energy seeks a Siting Compliance Officer (Utility & Energy Analyst
2) to develop and implement plans that ensure compliance with final decisions and associated conditions throughout preconstruction, construction, operation, and decommissioning of state jurisdictional energy facilities. The incumbent will conduct field inspections, provide technical, regulatory, and legal research, and coordinate interagency comments to support the Siting Division’s mission.
Position is eligible for hybrid remote work (8:00am–5:00pm, Monday–Friday). The employee is expected to work on site at 550
Capitol St., NE in Salem, Oregon on the first Tuesday of each month and for scheduled meetings; travel across Oregon for site inspections and meetings is required.
- Develop and implement compliance plans for state jurisdictional energy facilities.
- Conduct field inspections to verify adherence to final decisions and associated conditions.
- Research and review technical, regulatory, and legal issues for siting of energy facilities.
- Coordinate interagency comments on regulatory reviews.
Bachelor’s degree in a scientific, engineering, planning, environmental, or closely related field plus:
- Two years of professional‑level work experience in science, environmental impact analysis, engineering, or energy regulation; OR
- Five years of work experience in any of these fields, with at least two years at the professional level.
A master’s, doctoral, or law degree may substitute for one year of experience.
- Experience evaluating environmental impacts associated with large infrastructure projects, including soil erosion and sediment control, wildlife habitat impacts, and noxious weed management.
- Experience conducting onsite and desktop inspections/evaluations, documenting results, and following up on findings, including enforcement actions.
- Ability to explain complex technical issues to non‑technical stakeholders and write clear, accurate reports.
- Proficiency with software platforms such as MS Office Suite, Adobe Acrobat/Foxit, Teams/Webex/Zoom, and ArcGIS; ability to create reports with tables, charts, graphs, photos, and links; create PowerPoint presentations; and maintain geospatial data.
