This position focuses on preparing and managing permits and engineering designs for projects that address hazards and environmental damage linked to abandoned mine lands. The work supports safe construction, environmental restoration, and coordination with multiple agencies. As a Senior Civil Engineer (Hydraulic), you will perform the following duties:
- Permit Development: Prepare and complete complex environmental and mining permits for reclamation projects
- Technical Design Work: Carry out hydrologic and hydraulic calculations, watershed studies, stream layouts, and related engineering analyses
- Project Coordination: Collaborate with project designers, construction staff, and public agencies to ensure designs meet requirements and safety needs
- Field Evaluation: Visit project sites to collect data, assess conditions, and determine environmental impacts
- Design Oversight: Review, refine, and finalize engineering plans, estimates, and specifications for submission
- Consultant Management: Guide consultant‑led projects by assisting with bid documents, offering technical input, and monitoring permitting issues

WORK SCHEDULE AND ADDITIONAL INFORMATION- Full‑time employment
- Work hours are 8:00 AM to 4:00 PM, Monday‑Friday, with a 30‑minute lunch.
- Telework: You may work from home part‑time, up to 3 days per week. Telework requires a securely configured high‑speed internet connection and an approved Pennsylvania location.
- Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin at the starting annual salary of $75,658.00 (before taxes).
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Six years of civil engineering experience in the appropriate specialty and an Engineer‑in‑Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
- Five years of civil engineering experience in the appropriate specialty; and an Engineer‑in‑Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
- Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.
Special Requirements
- This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
- This position requires possession of a valid driver’s license.

- PA residency requirement is currently waived for this title.
- You must be able to perform essential job functions.
