Construction Manager or Associate Civil Engineer

Position Overview

This position is part of the Capital Improvements Program (CIP) in the Transportation & Engineering Division. The role involves engineering activities and construction management related to roadway, bridge, stormwater drainage, and traffic operations projects.

• Inspect construction work and document observations.
• Assist with drafting project direction and correspondence to contractors.
• Track quantities for contractor pay applications and review project schedules.
• Review project plans, specifications, and design plans for constructability.
• Respond to citizen questions and concerns.
• Coordinate with county and agency personnel during design review and construction.
• Conduct field inspections, prepare daily diaries, take photographs, and compile progress reports.
• Evaluate change orders, cost estimates, and compliance with local, state, and federal regulations.
• Review traffic control plans, methods of handling traffic (MHTs), and stormwater management plans.
• Coordinate with contractors, supervisors, surveyors, R‑Of‑W agents, utility companies, and county staff.

Construction Manager:

• Minimum 3 years of roadway construction management experience or equivalent.
• Associate’s or bachelor’s degree in construction management or related field.
• Preferred certifications:
  Erosion Control Supervisor (ECS), Traffic Control Supervisor (TCS).
• Salary range: $70,149.17 – $; target range: $70,149.17 – $91,193.92.

Associate Civil Engineer:

• Minimum 2 years of experience in civil engineering, roadway construction, or related field.
• Bachelor of Science in Civil Engineering or related field.
• Engineer‑In‑Training (EIT) / Fundamentals of Engineering (FE) certification at time of hire. Preferred ECS, TCS.
• Salary range: $75,761.10 – $; target range: $75,761.10 – $98,489.43.

Exceptional Candidate Traits:

• Background in civil engineering, construction project management, traffic engineering, or transportation engineering.
• Experience with GIS, Adobe Acrobat Pro, Bluebeam, Microsoft Office.
• Public sector experience and construction plan review experience.
• Strong communication, collaboration, initiative, innovation, and resilience.
• Ability to manage multiple complex projects and run large meetings.
