Engineer Division Manager - Community Development

Engineer Division Manager – City of Oxnard, Community Development Department

• Review maps and surveying work product for compliance with the State of California Sub‑Division Map Act and make recommendations to the City Engineer.
• Coordinate with the City Land Surveyor to review and approve land surveying submissions prior to recordation.
• Perform plan reviews of subdivision improvements, development plans, soil/ geotechnical reports, and structural calculations.
• Ensure compliance with approval conditions, approve corrected plans, and provide recommendations to the City Engineer.
• Supervise, train and evaluate inspection and engineering personnel and recommend disciplinary actions.
• Provide procedural guidance on subdivision and site development program procedures and required submittals.
• Prepare, review and coordinate insurance and bonding requirements for subdivisions and land divisions.
• Collaborate with engineers, contractors, architects, property owners, developers, and City staff across departments.
• Consult with developers, consulting engineers, contractors and the public on project revisions and progress.
• Assist with right‑of‑way and easement deed preparation.
• Develop requirements for tract maps and land divisions.
• Assist in the preparation, implementation and monitoring of City Standards.
• Comment and condition approvals on planning applications for entitlement.
• Issue grading and encroachment permits, calculate and process permit fees.
• Conduct field inspections to ensure compliance with contract requirements.
• Review title reports, background deeds, closure calculations, and perform research.
• Research industry publications and information sources.
• Prepare special engineering studies and reports.
• Attend staff and regional technical advisory meetings.
• Provide technical and professional assistance to other City departments, the Planning Commission and City Council.
• Act for the City Engineer in their absence.

Education: Bachelor’s degree in civil engineering or a directly related field.

Experience: Five (5) years of progressively responsible experience in engineering design, public and private development and construction, land development and planning, and two (2) years of supervisory experience.

Licensing /

Certifications:

Professional Engineering (PE) registration is preferred; possession of a valid certificate of registration as a Civil Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists; valid California Class C driver’s license.

Work Schedule: Monday–Thursday 8:00 am–6:00 pm and alternating Fridays 8:00 am–5:00 pm, with possible additional hours as required.

Position is not eligible for hybrid or remote work.
