Position: Offshore/Decommission Estimator

Job Title

We are seeking an experienced professional to develop, manage, and execute all estimating activities on assigned projects.

This role requires a comprehensive understanding of multiple disciplines, extensive experience, and exposure to various project types and clients. The successful candidate will have a strong working knowledge of home office services, field construction costs, and a variety of estimating techniques. A clear understanding of engineering drawings and specifications is essential.

Responsibilities

Ensure adherence to the preparation and supervision of cost estimates in accordance with approved procedures during various project phases, including Pre-FEED and FEED.

Support the development of estimating standards, procedures, and systems for tenders and proposals.

Provide cost estimating guidance to projects.

Collaborate with the team to define an appropriate Work Breakdown Structure (WBS) per customer and project requirements.

Prepare the estimate plan, establishing the estimating methodology and cost estimating principles for estimate preparation.

Review design scope criteria and quantities for completeness and coordinate with the project to develop additional estimating bases when information is incomplete.

Support the collection, verification, and integration of all work scope into the cost estimate.

Identify, analyze, and provide innovative solutions to cost estimating problems.

Compare and analyze scope, quantities, and cost data across projects. Conduct benchmark estimates using high-level norms and industry standards.

Support the development of future benchmarking and estimating tools.

Develop escalation models where required and assist with the development of owner's cost.

Identify areas of risk in cost estimates and evaluate appropriate levels of contingency. Conduct Monte Carlo type risk analysis of cost estimates to determine contingency and accuracy levels where necessary.

Ensure the quality of cost estimates adheres to the company's cost estimating review procedures at various project phases.

Prepare and present cost estimating information to management/customers, including the development of a Basis of Cost Estimate report.

Participate in establishing pricing structures for estimates.

Prepare cost trend estimates in support of project cost trend programs.

Qualifications

Thorough technical and practical estimating skills with the ability to consistently deliver quality, accurate, and timely work.

Knowledge of the fundamental requirements of the discipline and the basic requirements of other disciplines.

Familiarity with applicable local and international standards, statutory, and regulatory requirements.

Competence in using relevant software such as the MS Office Suite and discipline-specific software and tools.

Extensive technical, practical, and leadership experience in the relevant discipline, including project engineering and management with specialized estimating expertise.

Understanding of project planning and scheduling with demonstrable leadership in working with a multi-disciplinary team on large-scale projects.

Experience in indirect estimating and staffing plan development.
