We are seeking a Scoping & Estimating Engineer to support transmission line and substation projects through the development of project scopes, cost estimates, schedules, and resource plans. This individual will work closely with engineers, business analysts, designers, drafters, project stakeholders, consultants, and contractors to evaluate project requirements and develop conceptual estimates that support successful project execution. The ideal candidate is analytical, self-directed, and experienced in managing multiple projects while balancing scope, schedule, cost, and quality objectives in a utility environment.

Key Responsibilities
  • Develop conceptual project scopes and estimates for transmission line and substation projects.
  • Analyze engineering drawings, technical documents, and project information to estimate labor, materials, equipment, and construction costs.
  • Identify project risks, assumptions, scope gaps, and cost drivers that may impact project execution.
  • Collaborate with project sponsors and stakeholders to define project plans, key materials, contractor resource requirements, and project durations.
  • Review project estimates for completeness, accuracy, contingency, and escalation considerations.
  • Perform preliminary feasibility reviews and layout assessments to support safe and constructible project designs.
  • Maintain project scope, cost, and schedule documentation throughout the project development phase.
  • Support change management activities and ensure revisions to scope, cost, and schedule are properly documented.
  • Provide project status updates and support emergent project needs.
  • Coordinate with internal project teams, consultants, and contractors throughout the estimating process.
  • Ensure project estimates adhere to established engineering standards, quality requirements, and utility best practices.
  • Participate in project reviews, peer assessments, and challenge meetings.
  • Conduct audits of completed projects to identify estimating gaps, lessons learned, and opportunities for process improvement.
  • Support continuous improvement initiatives related to estimating methodologies, software tools, and project execution processes.
  • Participate in industry organizations and technical forums to remain current on utility and infrastructure industry trends.
Qualifications
  • Bachelor's Degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Engineering Technology, or a related technical discipline required.

OR

  • Professional Engineer (PE) License.
Preferred Qualifications
  • Civil Engineering background.
  • Fundamentals of Engineering (FE) certification.
  • Previous electric utility experience.
  • Experience supporting transmission, substation, or utility infrastructure projects.
Required Skills & Experience
  • Minimum of 2 years of engineering experience.
  • Experience reading and interpreting engineering drawings, technical specifications, and project documentation.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Excellent written, verbal, and interpersonal communication skills.
  • Demonstrated ability to manage multiple projects and priorities simultaneously.
  • Strong time management and organizational skills.
  • Experience with estimating and project planning tools such as Sage, Primavera, Microsoft Office Suite, and other scheduling/resource planning platforms.
  • Understanding of utility construction practices and project execution methodologies.
  • Ability to work independently with limited supervision.
  • Ability to work effectively under changing priorities, schedule pressures, and project constraints.
  • Commitment to workplace safety and quality standards.
  • Valid driver's license and willingness to travel as needed.

  • Fully remote position with travel to project sites and meetings as needed.
  • Candidates must be comfortable supporting multiple projects across various geographic locations.
