Project Objective

The primary objective of the project is to support a donor-funded road transport decarbonization initiative by preparing a comprehensive Road Transport Climate Strategy and Action Plan. This aligns with national climate commitments, promoting sustainable mobility, reducing greenhouse gas emissions, and minimizing the embodied and operational carbon footprint of transport infrastructure.

Position:
Civil Engineer / Climate Change Mitigation (Transport) Specialist

We are looking for a Civil Engineer / Climate Change Mitigation (Transport) Specialist to support a donor-funded road transport decarbonization project. The expert will be directly responsible for assessing road infrastructure design, construction, and maintenance practices to identify carbon reduction opportunities, evaluating low-carbon engineering solutions, and recommending the integration of climate-smart standards into road design and procurement frameworks.

Key Responsibilities

  • Assess current road infrastructure design, construction, and maintenance practices to identify opportunities for reducing both embodied and operational carbon.
  • Identify and evaluate low-carbon engineering solutions, including sustainable materials, advanced pavement technologies, asset management strategies, and maintenance optimization.
  • Quantify infrastructure-related emissions and mitigation potential across the entire road asset lifecycle.
  • Recommend the integration of climate-smart design standards and specifications into national road design, procurement, and maintenance frameworks.
  • Support the prioritization of engineering interventions that deliver cost-effective emissions reductions while maintaining safety, durability, and climate resilience.

Candidate Requirements

  • Education:

    Bachelor’s or Master’s degree in Civil Engineering, Transportation Engineering, Highway Engineering, Structural Engineering, or a closely related field of expertise.
  • Experience:

    Minimum 10 years of professional experience in road and transport infrastructure projects, including pavement design, construction materials selection, and auxiliary works (e.g., drainage, bridges, slopes, road furniture).
  • Technical skills:
    Demonstrated expertise in construction materials engineering, lifecycle emissions assessment, and familiarity with relevant international standards for low-carbon infrastructure.
  • Soft skills:

    Excellent analytical, communication, and reporting skills in English; strong ability to collaborate within a multidisciplinary team and present complex engineering concepts to non-technical stakeholders. Work experience in multiple countries is desirable.

Assignment Details

  • Location:

    Flexible – assignments may combine remote work with short international missions to the project location in Central Asia.
  • Duration:
    Project-based, 12 months total project duration with an input of 2 person-months dedicated to the strategy and action plan development.
