Descriptionof Work
This position provides engineering support for complex wastewater, drinking water, stormwater, and non-point source water management, design, and construction projects. Responsibilities also involve general program implementation and Pennsylvania Infrastructure Investment Authority (PENNVEST) Program specific work, including assisting with oversight for Bipartisan Infrastructure Law (BIL) funded projects and ensuring technical assistance is accurate. As an Environmental Engineer, you will perform the following duties:
- Engineering Evaluations: Review engineering plans and studies, funding applications, and contract documents; inspect field sites
- Recommendation Development: Write engineering reports; provide technical solutions for project engineering issues related to design, construction, and financing; suggest policy and procedure solutions for programmatic and compliance issues
- Technical Guidance: Provide training and direction to applicants, staff, and stakeholders on program requirements, engineering practices, and project readiness
- Internal Project Coordination: Serve as a project manager and help regional and central office staff implement related responsibilities
- External Program
Collaboration:
Work with federal, other states, and local agencies to help develop and coordinate studies and surveys, implement methodologies and procedures, and effectively prioritize projects - Knowledge Continuity: Ensure accuracy, completeness, and integrity of project data; ensure documentation of workflows, processes, contacts, references, and other critical information is accurate, up to date, and accessible

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Travel to project sites will be required.
- Telework: You may have the opportunity to work from home (telework) full-time, up to five days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Wilkes-Barre. The ability to telework is subject to change at any time.

Minimum Experience and Training Requirements:
- Two years as an Environmental Engineering Specialist (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration);
or - Four years of professional experience in environmental engineering, and possession of a valid Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists;
or - Three years of professional experience in environmental engineering, and possession of a valid Professional Engineer license issued by the…
