Responsible Gambling Program Manager
The Virginia Lottery, an independent state agency, is currently seeking a Responsible Gambling Program Manager to join its Gaming Compliance Department. This position will be overall focused on ensuring that all gambling activities are conducted in a safe, fair, and compliant manner, while protecting players from harm and promoting ethical standards. Responsible for the management, development, implementation and evaluation of best practices regarding responsible gaming, problem gambling prevention.
The role focuses on ensuring that gaming operations comply with laws, regulations, and ethical standards designed to protect players from harm, prevent problem gambling, and maintain industry integrity. Manage the administration of Virginia's voluntary exclusion program and the administration of gaming compliance mandatory exclusion program.
Additional duties include: establishing the framework and regulatory oversight to ensure gaming practices prioritize player protection, responsible play, and ethical practices are met by legal gaming under gaming compliance purview; creating, updating, and enforcing responsible gaming policies, ensuring they meet all regulatory standards; collaborating with gaming operators, organizations, and partners focused on helping to prevent and treat gaming addiction; conducting risk assessments, identifying compliance gaps, and implementing measures to mitigate RG-related risks;
promoting responsible gaming practices by developing and implementing RG materials; responding to audits, regulatory inquiries, and certification requirements; developing and delivering training materials for staff and at-risk patrons; serving as the subject matter expert for responsible gaming related inquiries; working with and providing training to the appropriate judicial systems to ensure appropriate action is taken for exclusion violations; testifying at hearings and recommending appropriate action;
working with the legislative bodies on responsible gaming initiatives; building partnerships to promote responsible gaming practices and expand awareness of the VEP program and RG materials produced by the Department; reviewing and providing input on RG plans drafted by sports betting and casino operators in developing community awareness of problem gambling; participating in collaborative public awareness campaigns for holiday periods and problem gambling awareness month;
collaborating with appropriate state agencies and organizations to raise awareness about responsible gambling; participating and presenting at Problem Gambling conferences; assisting sports betting operators, casinos and other gaming verticals in the development and review of a Responsible Gaming strategic plan that includes policies, programs and procedures to address problem gambling; assisting the Department in the development of policies and procedures to address problem gambling;
preparing training for the Department staff on problem gambling; and preparing status reports and compiling statistical information as requested by the Leadership Team or Lottery board.
Minimum Qualifications include considerable knowledge of responsible gambling policies and procedures, ability to remain calm, tactful, respectable, and unbiased, detailed, oriented, organized, and able to provide accurate information, ability to effectively develop cross functional relationships, strong interpersonal skills and ability to communicate clearly, effectively and empathetically to the public, ability to handle confidential, sensitive customer information, excellent writing skills, knowledge of Microsoft Office Suite and databases, demonstrated ability to effectively deal with pressure and recover quickly from setbacks, extensive experience in program development, implementation with community buy-in, excellent conflict resolution skills, and excellent strategic thinking skills.
Additional Considerations include a Bachelor's Degree from an accredited 4-year college or university with a major in public health or related field is preferred. Minimum of three years of experience in the administration of a responsible gambling program.
