Overview

Financial Analyst III — Rate $30.75 per hour. The Utah Department of Health and Human Services seeks a Financial Analyst III to provide financial management support in the Division of Finance & Administration. To be effective in this role, you need the ability to understand and interpret federal grant regulations and reporting and monitor grant accounting activities. Great communication skills, accuracy, and proficiency in MS Excel are critical for this position.

Responsibilities
  • Primary fiscal support for federal fiscal and grant operations. This includes federal grants, non-federal grants and sponsored activities, youth trust funds operations, Child Nutrition Program duties, procurement, FINET and other fiscal tasks.
  • Train and develop position related skills. The candidate should have an aptitude for learning new systems.
  • Apply problem solving and analytical skills to obtain appropriate solutions that benefit the Division and fulfill its mission.
  • Manage the set-up, ongoing accounting, and disbursement of funds as representative payee for all youth coming in custody who receive a benefit from the Social Security Administration.
  • Be responsible for various tasks in the grant life cycle from application to close out of grants. Help with grant monitoring and monthly duties including budget summary preparation, reviewing and correcting ledger transactions.
  • Help with grant and federal reporting such as AFCARs, Prevention and NYTD, grant financial report drafts. Provide assistance on grant activities for the Division including grant reporting and compliance.
  • The office participates in the Federal Child Nutrition program and Food Distribution Program. This position will be responsible for CNP transactions in FINET, data monitoring and reporting.
  • Process accounts payables. Review invoices, warrants or other documentation. Check accuracy of figures. Code authorizations, exceptions, discounts, taxes, etc. Enter payments into the State financial (FINET) system.
  • Provide fiscal and administrative support for the team.
  • Other duties will be assigned as needed.
Qualifications
  • Has basic accounting experience.
  • Has basic knowledge and experience with computer programs such as Excel, Word, and Access.
  • Is detail oriented.
  • Has good writing and communication skills.
  • Proactive and works well both independently and as a team player.
  • Excellent customer service skills, a can do attitude and a drive for excellence.

  • Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
  • This position may currently be a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion, at any time and for any reason.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
