Title:

Public Sector Budget & Tax Analyst, Contractor

Work Structure: Remote, Contract

The Budget & Tax Analyst is an independent subcontractor whose services will primarily focus on public sector agencies. This role will provide expertise in the areas of budget analysis, budget planning, financial savings strategies for public sector organizations, and long‑term organizational sustainability. The Budget & Tax Analyst maintains clear, professional communication with key stakeholders.

Work under this subcontract will begin only upon contract award and issuance of the official notice to proceed.

Key Responsibilities
  • Participate in organizational review with a focus on financial aspects to identify opportunities to enhance the organization’s financial positioning
  • Review budgets, analyze revenue and spending trends, and conduct a financial forecast to identify cost savings opportunities and develop strategic budget planning
  • Review financial documents and organizational structures to identify cost‑saving opportunities and tax‑related reductions, including incorrectly applied taxes, evaluation of exemption eligibility, improvements to tax‑sensitive processes, and other fiscal efficiencies for the authority, along with assessing tax considerations that may affect agency programs or related partnerships
  • Determine clear and strategic data‑driven recommendations and plans for long‑term stability
  • Collaborate with the project team to integrate financial findings into broader organizational assessments and strategic recommendations

Qualifications
  • Experience with budgeting and financial management systems, including budget formation tools and ERP systems commonly used in public agencies. Examples of budget formation tools are Questica Budget and Open Gov Budgeting & Planning. Examples of ERP systems are Oracle People Soft, SAP, Tyler Technologies (Munis), Workday Financials, or Infor Cloud Suite Public Sector
  • Experience with accounting and financial analysis software. Examples include:
    Quick Books, Sage Intacct, Microsoft Excel (can be used for advanced modeling, forecasting, scenario analysis), and Power BI (budget dashboards, cost‑savings modeling)
  • Familiarity with tax and compliance software, including state or municipal tax portals
  • Familiarity with municipal, county, or Wisconsin and/or North Carolina state financial regulations and tax structures
  • Demonstrated experience in public‑sector budgeting, financial analysis, or governmental tax strategy
  • Ability to communicate recommendations to non‑financial audiences
  • Professional communication skills
  • Ability to receive feedback gracefully
  • Understanding of how to apply feedback effectively
  • Courage to ask questions when unsure
  • Experience using Microsoft Office tools such as Word, PowerPoint, and Excel
  • Experience or familiarity with collaborative work spaces such as Asana or Google Drive programs, such as Google Docs and Google Sheets
Requirements
  • Candidate must own a laptop or desktop computer with reliable internet access
  • Two (2) or more years providing similar services with demonstrated success or client satisfaction
  • Previous work experience with government agencies
  • Experience with budget analysis
  • Experience developing tax reduction strategies
  • Experience developing cost savings for public sector and governmental organizations
