Financial Licensing Analyst – Mortgage position at the NC Department of Health and Human Services. This role is part of the Office of the Commissioner of Banks (NCCOB) and supports the Mortgage Division in licensing and regulatory oversight of mortgage companies, trust companies and related financial institutions.

Financial Analyst II (S) - Grade: NC15
- Salary Range: $50,000 – $70,000 per year

- Analyze state and federal compliance of applications for licensure and identify high‑risk or unusual activities such as financial deficiencies, improper origination, servicing or fraud.
- Review the completeness and accuracy of company applications and evaluate the overall fitness of the applicant for licensure.
- Make licensing decisions for new and renewal applications under the NC SAFE Act within established timelines.
- Act as primary contact for applicants and internal staff, providing excellent customer service and support.
- Manage timely submission of applications, monitor status, and report to supervisor.
- Review annual financial statements and ensure all deficiencies are addressed prior to renewal; communicate findings to licensees via email and conference call.
- Provide training, mentorship, and subject‑matter expertise to support staff; maintain confidentiality and discretion with applicant information.
- Work independently, adapt to changing circumstances, and travel out‑of‑state for limited training as needed.
- Demonstrate sound judgment, strong written and verbal communication skills, and effective decision‑making.
- Bachelor’s degree in accounting, finance, or a related field with a minimum of two accounting courses.
- Minimum three years of recent experience in mortgage, banking, or financial services, including compliance or analysis.
- Proficiency with Microsoft Excel, Word, PowerPoint, and Teams.
- Strong analytical skills and ability to read, interpret, and analyze audited financial statements.
- Experience with the Nationwide Multistate Licensing System (NMLS) and knowledge of the NC SAFE Act is preferred.
- Ability to conduct reviews of multiple application types and identify red flags.
