About The PositionThe Non-Financial Risk Vice President (NFR VP) will serve as a senior leader within the Americas NFR function, providing deep subject‑matter expertise across Non-Financial Risk frameworks and acting as the 2
LoD NFR Officer for Transaction Services (TS) as well as Support Functions and related operational processes.
This role will be responsible for overseeing the execution and enhancement of NFR frameworks, driving risk assessment maturity, advising senior stakeholders, and strengthening ING’s operational resilience in line with global ING NFR standards and local regulatory expectations.
About The DepartmentThe Non-Financial Risk (NFR) team is a diverse group of professionals dedicated to safeguarding the organization against risks arising from inadequate or failed internal processes, people, systems, or external events. The NFR function plays a pivotal role in shaping and maintaining a robust risk culture, designing effective control frameworks, and building resilience across all business activities and processes.
Operating as a true second line of defense (2
LoD), the NFR team is responsible for overseeing, challenging, and advising the first line of defense (1
LoD) on all aspects of non-financial risk management. This includes maintaining the NFR framework, risk taxonomy, policies, and standards, as well as cascading risk appetite into detailed risk strategies across the organization. The team ensures that non-financial risks are properly identified, assessed, mitigated, and monitored, and that any outliers or emerging risks are escalated and addressed in alignment with senior management and regulatory expectations.
The responsibilities of the NFR Vice President include, but are not limited to:
- Transaction Services (TS) NFR Oversight
- NFR oversight for Transaction Services operations, with a focus on Payments (ACH, wires), Cash Management, and client onboarding processes.
- Assess end‑to‑end payment flows, operational processes, and risk exposures.
- Oversee TS-related issue management, event management, and control effectiveness, ensuring timely remediation of identified weaknesses.
- Support Functions NFR Oversight
- Serve as the designated 2
LoD NFR Officer for Support Functions (HR, Legal, Finance, Operations). - Provide expert guidance on NFR matters, ensuring adherence to ING global NFR frameworks and local U.S. regulatory requirements.
- Facilitate risk governance across Support Functions and promote strong awareness of NFR responsibilities.

- Guide stakeholders on designing, improving, and embedding effective key controls and monitoring practices.
- Challenge risk assessments, scoring, and action plans to ensure quality and consistency.
- Oversee issue and event management activities, ensuring adherence to ING methodologies and regulatory expectations.
- Provide challenge and review for root cause analyses, remediation plans, event classification, and escalation procedures.
