Personal Financial Counselor PFC-Fort Smith, AR

Position Summary:

The Person al Financial Counselor (PFC) provides a comprehensive range of personal financial counseling services to military service members and their families at assigned military installations, including individual counseling, briefings, workshops, and referral resources. The PFC collaborates with installation leadership, conducts virtual counseling as needed, and ensures compliance with DoD protocols and security requirements.

• Deliver one-on-one counseling, consultations with commanders, briefings, presentations, and referrals to support service members and families.
• Assist in developing spending plans for extended absences and provide financial education material.
• Plan, publicize, and conduct Personal Financial Management classes/workshops covering the entire military lifecycle (arrival, deployment, career events).
• Respond to requests for age-appropriate classes or seminars.
• Utilize virtual counseling, secure online chat, or video-based communication as authorized.
• Manage duty-to-warn situations in accordance with DoD protocol.
• Communicate with leadership and participate in individual and group supervision, reporting trends and issues.
• Engage in regular in-service training, quality‑improvement committees, or contract activities as assigned.
• Understand, comply with security responsibilities and internal policies.
• Perform all other duties as assigned.

• Bachelor’s degree required; an associate degree plus 4 years of experience or a high school diploma plus 6 years of experience may be considered.
• Minimum of 3 years of financial counseling experience.
• U.S. citizen and fluent in English; bilingual in English and Spanish may be required.
• Ability to obtain a favorably adjudicated Tier2 investigative clearance.
• Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• Required professional certification:
  Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).
