Position: Tax Analysis Division Director (State Division Administrator 17)

The State of Michigan seeks an experienced and forward-thinking leader to serve as the Administrator of the Tax Analysis Division within the Office of Revenue and Tax Analysis. This position provides strategic direction and operational oversight for Michigan’s primary fiscal estimating and tax research unit. The Division’s mission is to deliver accurate, timely, and transparent fiscal estimates and tax analyses that inform decision makers, strengthen public policy, and support sound state financial management.

The Administrator ensures the Division produces expert fiscal and revenue analysis across all areas of Michigan taxation.

Position Overview

The Administrator directs a team of professional economists who are responsible for producing high‑quality fiscal and legislative analysis, maintaining analytical rigor, and meeting critical deadlines. The Division provides essential analysis and recommendations to the Governor, State Treasurer, and State Budget Director. The position defines work objectives, establishes priorities, and oversees the workflow of subordinate staff to ensure the Division meets its statutory and policy responsibilities.

Key Responsibilities
  • Provide strategic leadership for the Tax Analysis Division, ensuring delivery of accurate and timely fiscal and revenue analyses.
  • Direct and manage a team of economists engaged in complex tax research, legislative review, and fiscal estimating.
  • Oversee preparation of fiscal analyses for proposed legislation, including revenue estimates and impact modeling.
  • Ensure completion of mandated reports and ongoing analysis across all major Michigan tax types.
  • Establish work priorities, allocate resources, and maintain Division performance standards.
  • Advise executive leadership—including the Governor, State Treasurer, and State Budget Director—on fiscal implications of tax policy proposals.
  • Represent the Department of Treasury in presenting fiscal analyses to stakeholders such as legislators, legislative staff, and the House and Senate Fiscal Agencies.
  • Translate complex tax and fiscal issues into clear, actionable insights for policymakers.

Experience

Two years of experience as a professional manager or program/staff specialist, or equivalent experience.

Work Arrangement

Hybrid Remote Work: eligible to work remotely on Mondays, Thursdays, and Fridays; onsite Tuesdays and Wednesdays. Remote work requires a designated, secure, and appropriate workspace with reliable internet access (minimum 25 Mbps download, 5 Mbps upload). Remote work arrangements are subject to management approval and may be adjusted or discontinued at any time.

Relocation:
Work must be performed in the state of Michigan. Applicants residing outside Michigan must relocate prior to appointment; relocation expenses are not reimbursed.

E‑Verify:
The Michigan Department of Treasury participates in E‑Verify and will provide the federal government with your Form I‑9 information to confirm that you are authorized to work in the U.S.
