Job Description
We are seeking a Fiscal Analyst 2 to support the Budget Planning and Analysis Unit at the Oregon Health Authority (OHA). This hybrid position offers significant work-from-home flexibility. The analyst will perform budget analysis activities, including project management, budget monitoring, forecasting, and ensuring that programs are supported by sufficient revenues. The role also involves policy strategy development, financial impact analysis of proposed policies with a focus on health equity, and coordination across interrelated agency programs and budgets.
Responsibilities- Provide support to the Budget Planning and Analysis Unit, performing budget analysis and project management tasks.
- Monitor and compare expenditures and revenues against projections to track fiscal performance.
- Prepare, maintain, and adjust expenditure and revenue modeling, including cost analysis and fiscal impact statements.
- Engage in policy strategy development and analyze financial impacts of proposed policies with an emphasis on health equity.
- Collaborate with program staff to explain budget information and assist in budget tracking.
- Investigate financial data anomalies and resolve discrepancies.
- Communicate financial information to legislative, executive, and other stakeholders.
- Promote a culturally competent and diverse work environment and collaborate within the team.
- Five years of progressively responsible experience in budget preparation, analysis, and administration.
- OR five years of professional‑level experience in accounting, fiscal auditing, management or program analysis with modeling, forecasting and fiscal analysis.
- OR successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
Note:
A Bachelor’s degree in Business, Public or Non‑Profit Management, Finance, Accounting, or a related field may substitute for three years of the required experience. A graduate‑level degree may substitute for four of the five years.
- Proficiency in preparing, maintaining, and adjusting expenditure and revenue models.
- Experience creating cost analyses, forecasts, and fiscal impact statements.
- Working knowledge of the budget development process.
- Ability to analyze expenditures and revenues against projections to monitor fiscal performance.
- Experience investigating, identifying, and resolving financial data anomalies.
- Understanding of the financial impact of changes to state and federal statutes and regulations.
- Strong written and verbal communication skills, including producing clear narratives and presentations.
- Excellent customer service skills for both internal and external stakeholders.
- Willingness to collaborate, share information, and promote a diverse work environment.
- Independent judgment and initiative within a team setting.
