This position reports to the AVP of Finance & Operations within the Research Institute and supports the AVP of Research Services and the AVP of Strategic Research Alliances. The role provides end‑to‑end financial support for federal awards, ensuring compliance with federal guidelines on contracts, audits, and financial reporting.
Primary Responsibilities- Understand and apply federal award rules and compliance requirements.
- Coordinate federal contract negotiations, modifications, and budget development.
- Work with project directors to determine scope and budget for contract changes and communicate with federal agencies.
- Oversee invoicing for federal contacts and grant drawdown.
- Ensure accurate and timely submission of invoices and drawdowns in collaboration with ETS Finance and Accounting teams.
- Provide guidance on contract compliance, including coordination with the ETS Contracts and Legal teams.
- Develop and monitor budgets, draft budget narratives, and ensure ongoing compliance with federal guidelines.
- Communicate regularly with U.S. Education officials on finance, contract, and compliance matters.
- Prepare audit responses and coordinate with project leads and internal teams for audit readiness.
- Ensure all federal award audit evidence complies with award requirements (rates, invoices, deliverables, etc.).
- 10+ years of relevant experience in federal award finance and contracting.
- Federal public trust (moderate) security clearance and U.S. citizenship required.
- Deep knowledge of federal finance and accounting practices, including indirect cost application.
- Familiarity with FAR clauses and Uniform Guidance (2 CFR Part 200).
- Experience with IES and NSF funding mechanisms.
- Strong forecasting, audit preparation, and budget management skills.
- Excellent communication, organization, and ability to convey complex technical details to diverse audiences.
- Ability to manage multiple work streams and prioritize competing deadlines.
- Remote work flexibility from a U.S. office; travel as needed.
- Competitive salary within the range of $155,000 – $165,000.
