Rural Health Transformation (RHT) Fiscal Analyst (FA5/FS) – Project

This is a project position funded through 10/30/2030. The role supports Washington State’s Rural Health Transformation (RHT) initiatives and is responsible for accounting functions associated with the RHT Project. Candidates should apply analytical skills, experience with accounts payable, and strong familiarity with accounting principles. The position offers a hybrid remote work option and requires occasional on‑site reporting in Olympia, WA.

About the Division

HCA’s Financial Services Division (FS) provides strategic financial expertise for Apple Health, Community Behavioral Health, the Public Employees Benefits Board (PEBB), and the School Employees Benefits Board (SEBB). FS oversees budget and compliance functions for the state’s largest individual operating budget.

About the Position

The RHT Fiscal Analyst serves as the principal assistant to the Deputy Accounting Section Manager. Responsibilities include planning, organizing, and performing at an expert level all aspects of accounts receivable and accounts payable activities related to the RHT Project.

Duties
  • Establish, develop, and maintain accounting and monitoring for all aspects of the Washington State’s Rural Health Transformation Project (RHTP).
  • Develop fiscal reports for monthly review, analysis, and accurate reporting of RHTP status.
  • Conduct research and analysis of financial expenditures, technical financial problems, and related state and federal resources.
  • Create and revise accounting policies and procedures to ensure compliance with state and federal rules and regulations.
  • Attend meetings with program, budget, and fiscal staff; respond to questions on the financial status of RHTP and contract records.
  • Design and execute the financial plan for all accounting activities of the RHTP.
  • Plan, organize, and execute accounts payable, accounts receivable, and general ledger functions.
  • Analyze complex financial data.
  • Provide fiscal oversight and monitoring of interagency and contractual agreements.
  • Monitor the fund source and perform complex journal voucher adjustments.
Qualifications Option 1
  • Eight (8) years of relevant professional experience in accounts payable/receivable processing, financial report analysis, reconciliation, and resolution.
  • Experience analyzing complex financial data and reports, federal and state accounting rules, regulations, policies, and procedures.
  • Experience performing research and analysis of fiscal data with the ability to support recommendations with facts and analysis.
Option 2
  • Associate degree with 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
  • Six (6) years of relevant professional experience in the areas listed above.
Option 3
  • Bachelor’s degree with 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
  • Four (4) years of relevant professional experience in the areas listed above.
Option 4
  • Master’s degree in a financial related field or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant.
  • Two (2) years of relevant professional experience in the areas listed above.

Preferred Qualifications
  • Strong oral and written communication skills.
  • Experience with AFRS and Financial Toolbox.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
  • Knowledge of federal grant processes from application to reporting and closing.
  • Understanding of Washington State budget and accounting policies and regulations.
  • Experience with cost allocation and account code structure.
  • Ability to apply established accounting methods to a variety of transactions.
  • Analysis and preparation of reports of complex financial data.
