Job Summary
  • The position’s primary purpose is to perform fiscal monitoring of Local Education Agencies (LEAs)/subrecipients that receive federal or state grant funds from Arizona Department of Education (ADE).
  • The auditor will also be responsible for the review, tracking, and follow up of Single Audit files submitted to ADE by subrecipients conducted by CPAs.
  • Fiscal monitoring is conducted in accordance with the Uniform Grant Guidance (2 CFR Part 200) which requires pass-through entities, such as ADE, to monitor the subrecipients’ use of federal funds.
  • The fiscal monitoring auditor will determine whether selected expenditures were in accordance with federal and local regulations and statutes, under the supervision of the Grants Fiscal Supervisor.
  • The auditor will also provide technical assistance to LEAs as necessary.
  • Occasional in-state travel may be required for this position.
  • The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work.
  • New hires are expected to work in the office full-time until leadership feels they are fully trained.
Job Duties
  • Review and process Single Audit Reporting Packages prepared by CPAs as well as other auditing information submitted by sub‑grantees.
  • Follow up on single audit findings and corrective action plans in accordance with ADE policies to ensure complete resolution of all single audit findings.
  • Conduct fiscal monitoring audits by drafting correspondence to LEAs, preparing monitoring documents and reports, confirming compliance with applicable grant, federal, and state regulations and requirements, and performing other duties as necessary to complete the fiscal audits.
  • Provide technical assistance to LEAs regarding aligning their internal policies and procedures with applicable state and federal rules and regulations and increasing internal controls over grants management.
Knowledge, Skills & Abilities (KSAs)
  • Knowledge in principles and practices of auditing and accounting, federal and state laws, rules, regulations and policies related to public programs.
  • Bachelor’s degree in Business Administration, Accounting, Auditing or a related field, or equivalent experience to substitute for the degree.
  • Interpreting statutes, rules, policies and procedures.
  • Interpersonal skills to effectively interact with supervisors, peers, and client personnel.
  • Excellent oral and written communication.
  • Problem solving and time management.
  • Analyzing records, reports, operating practices, and documentation.
  • Research and analysis techniques.
  • Intermediate to advanced skill in using Microsoft Word, Excel, and PowerPoint.
  • Interpret grant requirements, assess data, and determine LEA compliance.
  • Work projects for extended periods without direct supervision.
  • Adapt to changing conditions.
  • Analyze quantitative and qualitative data and produce summary reports of findings.
  • Monitor compliance with federal grant regulations, State of Arizona procedures and controls by examining and analyzing records, reports, operating practices, and documentation.
