Position Title
Budget Analyst (Fiscal Analyst
2) — Hybrid Remote Work Opportunity
The Central Services Division of the Oregon Department of Energy provides core services that keep the agency functioning effectively and efficiently. The division manages financial operations, information technology, facilities, risk, and human resources to support the agency’s mission and compliance with state and federal requirements.
ResponsibilitiesYou will provide budget analysis and fund management for the agency, which includes developing, controlling, and monitoring the biennial budget; interpreting state laws, regulations, and procedures to ensure compliance; and working directly with internal partners to provide updated budget allocations and projections.
Qualifications- Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.
- Five years of professional-level experience in accounting, fiscal auditing, management or program analysis, including modeling, forecasting and analyzing fiscal information.
- Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
- A Bachelor’s Degree in Business, Public or Non‑Profit Management, Finance, Accounting or a related degree may substitute for three years of the required experience.
- A graduate-level degree in any of the above areas may substitute for four of the five years.
- Experience analyzing complex financial and budget data, identifying trends, and providing recommendations to support operational and strategic decision‑making.
- Knowledge of governmental budgeting principles, public finance practices, and applicable laws, regulations, and policies related to fiscal management and accountability.
- Experience developing, monitoring, and forecasting budgets, including analyzing expenditures, revenues, personnel costs, and funding impacts across multiple funding sources.
- Skill in interpreting and communicating financial and budget information clearly and effectively to managers, program staff, and leadership with varying levels of fiscal expertise.
- Demonstrated ability to manage multiple priorities, solve problems, maintain attention to detail, and work collaboratively in a fast‑paced environment.
