Department and Overview
Office of the Controller – This position ensures comprehensive lifecycle bond compliance, including mandatory reporting, regulatory submissions, and payment processing, and manages the University’s capital projects, leases, and property, plant and equipment to ensure accurate reporting and asset protection.
Responsibilities- Supervision & Staff Development – Supervise 2 full‑time professional staff; review and approve work, provide mentoring, performance evaluations, workload distribution, hiring, promotions, leave requests, and disciplinary actions. Review and update written procedures annually or sooner.
- Capital Projects – Draw funds from the State for State‑funded projects via CORE and Workday; record draws and reconcile project balances; monitor State reports (OSC‑011, 019); maintain and create reports; oversee junior accountant and fixed asset accountant; review and approve related entries, exhibits, and schedules.
- Asset Management & Compliance – Ensure compliance with GAAP, GASB, state rules, and internal procedures for assets; review reports, reconciliations, journal entries, and adjustments for accuracy and timeliness; analyze financial reports for year‑over‑year changes and anomalies in the plant fund.
- Bond Compliance – Ensure timely bond payments, submit subsidy requests, perform reconciliations, monitor hedging and swap instruments, review termination scenarios, maintain disclosure compliance via Dac Bond, monitor tax‑exempt status, and serve as the main contact for the Budget Office and bond counsel on bond issuance and subsidy calculations. Initiate arbitrage calculations and develop new procedures as needed.
- Other Duties – Review State exhibits for fixed assets and bonds; compile and compute schedules of operating and capital leases; calculate pledged revenue annually; back up GASB 87 and GASB 96 entries; perform additional duties as assigned.
- Required – Bachelor’s degree in Accounting, Finance, Business Administration, or related field, or equivalent work experience; 1 year of education equals 2 years of experience; 2 years of experience with an integrated financial system similar to Workday; experience performing and reviewing reconciliations; high‑level proficiency in Excel; 2 years of professional accounting experience; professional supervisory experience; multi‑tasking and problem‑solving skills; excellent interpersonal, oral, and written communication skills.
- Preferred – Experience interpreting accounting standards and applying them;
Workday Finance experience; experience in Higher Education; fast‑paced environment exposure; experience reviewing and interpreting GASB standards.
Full‑time, 40 hours per week, Monday‑Friday 8am‑5pm MST. Occasional evenings and weekend work may be required. Hybrid schedule – in‑person training required with remote work flex based on supervisor approval.
Location RequirementMust reside in the State of Colorado and be able to commute to campus as needed.
CompensationSalary range: $67,000–$89,447 (annually). Position paid monthly and eligible for MSU Denver benefits.
