Financial Reporting Lead – Department of Defense Agency
Hybrid work with 3 days per week onsite in Bethesda, MD. Active Secret Clearance preferred (must be clearance eligible). Our client urgently needs an experienced Financial Reporting Lead with a CPA, who currently holds, or can obtain a DOD Secret Clearance, to support a military health agency located in Bethesda, MD. The role offers a hybrid schedule, anticipated to be 3 days onsite and 2 days of work from home.
Ability to commute to Bethesda is a requirement.
As the Financial Reporting Lead, you will provide financial reporting, account analysis, and reconciliation support to improve the integrity of the agency’s financial statements, while supporting the agency’s accounting functions and business processes.
Sample Responsibilities- Serve as a deputy project manager, filling in as the alternate when the lead project manager is unavailable, responsible for the overall team's performance and delivery of work to the client, and providing project management.
- Evaluate the performance of direct reports and assist in developing goals and objectives to enhance professional growth. Deliver periodic performance feedback and complete the annual performance evaluation for staff as appropriate.
- Maintain accounting records and account balances under Generally Accepted Accounting Principles (GAAP) and manage plant, property, and equipment records.
- Prepare monthly, quarterly, and annual financial status reports and external reporting documentation filed with the Defense Finance and Accounting Service and other organizations.
- Prepare financial statements, footnotes, and supporting documentation, including the Management Discussion & Analysis, following Office of Management and Budget (OMB) Bulletins 06-03, OMB Circular A 136, and other DOD standards and instructions.
- Support Government activities associated with ensuring Chief Financial Officer Act compliance, financial reporting, and support to CFO operations.
- Prepare quarterly closings, financial statements, variance analysis, and footnotes.
- Analyze accounts and prepare adjusting journal entries, including corrections and improvements to processing accounts payable and accounts receivable transactions. Validates adjusting entries to ensure financial statement and account balance data are accurate.
- Perform reconciliation of budgetary and proprietary accounts, general ledger, and subsidiary ledger accounts, as well as other program accounts, and finance and accounting systems.
- Support monthly and quarterly Funds Balance with Treasury (FBWT) reconciliation, correction, and continued testing and development of an automated FBWT reconciliation model.
- Maintain reconciliation of Real Property and Capital Property.
- Direct professional staff performing complex accounting tasks including preparing journal entries utilizing a financial accounting system.
- Assist with firm practice, solution, and business development initiatives with guidance from Public Sector leadership.
- Applies fundamental industry knowledge and standards to support client reviews, improvements, and implementations.
- Communicates and maintains relationships with key client personnel to ensure a shared understanding of processes, operations, and functions. Prepares presentations, and briefings, and actively participates in client meetings and day-to-day interactions.
- Supports recruiting efforts by identifying and referring potential candidates.
- Certified Public Accountant (CPA) by the appropriate state licensing authority and in good standing, is required.
- Relevant Professional certification, such as CISA, CIA, CGFM, CDFM, or PMP, is preferred.
- Active Secret Security clearance is preferred.
- Bachelor’s degree, required; with a focus in Accounting, Finance, Management, or Business. Master's degree in Accounting, preferred.
- Eight (8) or more years of professional accounting experience, including the following:
