The purpose of this job is to assist in the preparation, execution, and monitoring of the annual operating and capital budgets. Duties and responsibilities include, but are not limited to, preparation of the annual operating budget, preparation of the annual capital budget and five‑year capital improvement plan, reviewing and authorizing budget transfers and amendments, instructing departments in budget preparation, financial and budgetary analysis on various budgetary and fiscal issues, working with departments to develop and update descriptions of services and programs and allocating costs to those various services and programs, and performing additional tasks as assigned.
WorkSchedule
Monday – Friday, 8:00 a.m. – 5:00 p.m.; occasional evening meetings (fewer than five per year). May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness, and operation of the vehicle and must abide by ACC's safe driving policy. This position is eligible for a flexible/hybrid remote working schedule with the approval of the department director.
MinimumTraining & Experience Required to Perform Essential Job Functions
Bachelor's degree in public administration, business administration or accounting with three years of budgetary, cost accounting, accounting or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Master’s degree or professional certification preferred. Valid driver's license required.
Essential Duties & Responsibilities- Assists in the preparation of the annual operating and capital budgets and budget document.
- Monitors actual expenditures and revenues compared to budget projections on a regular basis.
- Analyzes various budgetary and financial issues and recommends alternative approaches as requested by departments, management and elected officials.
- Advises departments and independent agencies in achieving budgetary control and resolving budget problems.
- Works with departments and offices to develop and update descriptions of services and programs and allocating costs to those various services and programs.
- Prepares the annual capital budget and Five‑Year Capital Improvement Plan for review by the Manager, Mayor and Commission.
- Monitors and reviews capital and grant program budgets during the program period and at fiscal year‑end in order to continue budget authorizations from one fiscal year to the next.
- Reviews and authorizes budget transfers for compliance with control procedures.
- Prepares budget amendments.
- Creates and runs reports from the government's financial system.
- Prepares and updates descriptions of departmental services and programs and works with departments to allocate costs to the various services and programs.
- Prepares summary analyses of budget requests from departments for review by the Manager and Mayor.
Skills and Abilities
- Knowledge of the policies, procedures, and activities of the Budget and Strategic Analysis Department as they pertain to the position of Budget Analyst.
- Knowledge of the terminology used within the department.
- Knowledge of budget documents, financial reports, state and local budgetary codes and ordinances, tax and financial summaries, and procedures and methods as required in the performance of duties.
- Knowledge of budget preparation, review, analysis procedures, local government accounting and financial policies and procedures, relevant state and local laws pertaining to budgeting, financial management practices, and unified government and departmental policies and procedures.
- Knowledge of various software packages.
