TRS NBA Technical Reviewer – PROGRAM SPECIALIST III, FRANCHISE TAX BOARD
$9,751.00 - $11,625.00 per month

- Requires four or more days in the office per week. Some remote work may be available based on departmental guidelines and operational needs.
- Serve as the highest‑level specialist for technical resource reviewers and audit staff.
- Make critical decisions and provide expert consultation on audit issues, departmental teams, public forums, and audits of the most complex tax returns involving new or precedent‑setting tax issues.
- Provide recommendations for matters concerning sensitive audit issues, policies, procedures, and guidelines with significant departmental consequences or precedent‑setting nature.
- Review the most sensitive and complex income tax audits for corporate, pass‑through, or individual taxpayers.
- Collaborate with Audit, Filing, and Legal divisions to deliver technical support and maintain high‑quality audit outcomes.
- Maintain independence in performing the duties of a Technical Reviewer.

Desirable Qualifications- Strong technical knowledge of California and federal tax laws, regulations, policies and procedures
- Strong knowledge of Franchise Tax Board operations and programs
- Strong knowledge of FTB audit tax policies, procedures, and practices
- Ability to recognize and implement process improvements that may involve change management
- Ability to innovatively and creatively identify and implement new ideas or tools to benefit audit and bureau programs
- Ability to recognize changes in tax laws, rules or regulations that impact programs and lead staff through changing processes
- Ability to effectively identify and communicate risks related to new legislation, policy changes, or emerging issues
- Excellent oral, written, and listening communication skills
- Excellent interpersonal skills; ability to establish and maintain good working relationships
- Strong leadership and staff development skills; ability to promote trust and credibility with staff and peers
- Ability to bring others together in a collaborative process toward common goals
- Maintain a positive attitude and proactively support the program’s vision and goals
- Objectivity and impartiality in analyzing facts and making recommendations
- Effective planning and prioritizing work to meet objectives and timelines
- Ability to present the Department’s position on unique and precedent‑setting audit issues and policies, including presenting in external stakeholder forums
