Come and join us in a challenging and rewarding position as a manager to lead our Tax Policy Team that includes Revenue Economist-Confidential positions that conduct research and analysis of state and local tax policy; evaluate, model, and make recommendations pertaining to state aid and state shared revenue programs; develop revenue estimates and economic forecasts; and provide guidance to other executive and legislative agencies on economic conditions.
This position also provides policy analysis to the Administrator and Department of Revenue Secretary. It assigns, reviews, and provides research projects, fiscal notes and revenue estimates as assigned. It directs the completion of biennial and annual requirements relating to individual income and corporate income and franchise taxes, property tax, local government, state shared revenue and state aid, and excise taxes, as well as supports development and improvement of tools used in policy analysis.
This position represents the Department in interagency, legislative, public and other meetings when appropriate.
This position is headquartered in Madison at the on Rimrock Road.

The division provides detailed analyses of fiscal and economic policies to the Secretary of Revenue, the Executive Office and other state officials. . Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of hire. Starting pay for current state employees may vary based on applicable provisions in the Compensation Plan.

I-9 Requirements
Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, or an alien authorized to work in the U.S. without sponsorship) at the time of appointment. The Department of Revenue does not sponsor work or student visas and is not an eligible OPT employer for those with F1 visas.
DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.
Probationary Period
A 2-year Career Executive trial period will be required.
Remote/Telework
Up to 60% remote work is possible. During the first year, you will have the opportunity to gradually increase to 60% (working remotely three days per week) and will report to the 2135 Rimrock Road;
Madison WI building, two days per week within 9 months of your 2-year Career Executive trial period based on performance and workload needs. Remote work is intended to be performed primarily in the State of Wisconsin and is subject to change based on business needs.
Minimum qualifications:
- Experience conducting policy research and/or fiscal analysis regarding one of the following tax areas: individual income, corporate tax, franchise taxes, property, excise tax policy, and/or local government issues.
- Experience interpreting statutes, administrative rule provisions, and/or policies.
- Experience summarizing and presenting policy issues.
- Experience as the primary technical expert or key person leading a study or project.
- Experience using statistical and/or analytical software programs (e.g., SAS, SPSS, STATA, etc.).
Preferred qualifications (additional experience in a minimum of two of the following):
