Fiscal Management Specialist 2
The Department of Human Services is seeking a Fiscal Management Specialist 2 who is driven to tackle complex financial challenges that have a real impact on communities across Pennsylvania. This position supports the financial review and rate setting activities that impact hospitals, clinics, and specialty providers across the Medical Assistance Program. The role focuses on analyzing financial cost reports, determining accurate payment rates, and ensuring compliance with important regulations. As a Fiscal Management Specialist 2, you will perform the following duties:
- Cost Report Review: Examine complex financial cost reports to ensure completeness and alignment with regulations and reimbursement principles
- Provider Communication: Request missing information, verify reported data, and assist providers with corrections for acceptable cost report submission
- Financial Analysis: Prepare reports that evaluate provider financial activity and highlight impacts on the Medical Assistance Program
- Rate Development: Develop payment rates for newly enrolling hospitals and Federally Qualified Health Centers (FQHC) participating in the Medical Assistance Program
- System and Data Support: Participate in planning and testing updates to automated reporting systems and maintain related provider databases
- Special Rate Determinations: Review provided documentation to determine rates for exception procedures and specialized medical equipment

Work Schedule and Additional Information:
- Full-time employment, 37.5 hours per week
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg, PA. The ability to telework is subject to change at any time.

Minimum Experience and Training Requirements:
- One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
- An equivalent combination of experience and training.
