Job Summary:
* This position will engage in technical and professional duties in the development, analysis, and monitoring of budget, grant, compliance and professional development activities for grants assigned to Elementary and Secondary Education Act (ESEA) Consolidated Application (Title I-A, Title I-D, Title II-A, Title III, Title IV-A, Title V-B), RLIS, Homeless, Foster, Refugee, McKinney-Vento as well as consult and serve in data efforts from other program areas within the department and agency projects.
* Occasional in-state and rare out-of-state travel is required for this position.
The Arizona Department of Education currently utilizes a hybrid work environment, with up to two days of remote work (contingent upon business needs). Candidates should apply with an ability and willingness to work in-office up to five days per week as business needs necessitate.
Job Duties:
* Assist in preparing and administering budgets, monitor and report on revenue and expenditure activity
* Prepare monthly budget status reports; propose budget amendments. Conduct data analysis and research on specific budget issues
* Review personnel requisition and fund transfers for consistency with budget and financial objectives
* Perform various analysis to support financial recommendations on variances
* Conduct reconciliations for Local Education Agency level grant allocations
* Ensure all allocation files and supporting documentation are properly archived
* Assist with communications to Local Education Agencies regarding their allocations through data visualization and other tools
* Support compliance with Federal reporting requirements including the Consolidated State Performance Report (CSPR) and EdFacts or any other data need for the agency and department
* Work collaboratively with the Directors and Deputy Associate Superintendent on various reporting projects as needed
* Analyze financial data proactively to find any potential inconsistencies or errors in an accurate and timely manner; clearly communicate findings and follow through on corrective action
* Prepare Ad hoc data analysis and projects as requested
* Provide grantees with technical assistance on state and federal budgeting and funding compliance in accordance with the Uniform System of Financial Records (USFR), Education Department General Administrative Regulations (EDGAR), and OMB Uniform Grant Guidance (UGG)
* Engage in a high degree of collaboration with ADE program areas to improve processes, procedures, communication, and services to the field as well as align internal processes in relationship to grants, specifically in the areas of state and federal budgeting and funding compliance
* Develop and provide professional learning opportunities through face-to-face and virtual methods in collaboration with unit leadership, personnel, other ADE program areas, and/or external partners
* Professional learning includes but is not limited to opportunities related to state and federal, reporting, funding and coding and general measures of compliance in relationship to the (ESEA) Consolidated grant application
* This position will be the lead individual for the ESSA Conference, running its organization, structure, delegation, and final product
