The Oregon State Hospital CFO is looking for a Fiscal Analyst to focus on controlling and monitoring expenditure and revenue throughout OSH. Do you have experience performing revenue and expenditure projections for a complex organization? If so, we hope you will apply today.
This position is a Senior Fiscal Advisor to the CFO/COO and other executive management at the Oregon State Hospital and a key part of administrative operations, reporting directly to the CFO/COO, under Finance and Operations.
The Finance and Operations department guides and oversees administrative and business operations across the hospital system. The sections of this department provide structure and support to direct care operations in the areas of safety and security, performance management, technology services, facilities management, general operations, patient financial services, fiscal, budget, and utilization management.
The Sr. Budget Analyst in this role will:
- Provide fiscal reporting on as needed and a scheduled basis!
- Develop and update methods for forecasting expenditures and revenue!
- Interpret apply laws, rules, regulations, bargaining agreements, and fiscal policies and procedures pertaining to hospital financial management and operations!
- Prepare budget and bargaining decision packages, reduction options, workload measures and program narratives!
- Provide both short-term and long-term forecasts and analysis!
Remote work up to 40% of week can be arranged.
What We Are Looking ForMinimum Qualifications
- Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information. OR
- A Bachelor's Degree in Business, Public or Non‑Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three years of the required experience.
- A graduate‑level degree in any of the above areas may substitute for four of the six years.
- Experience in advancing health equity, addressing systemic health disparities, and collaborating with diverse, vulnerable and underrepresented populations.
- Advanced skills in Microsoft Excel and Access.
- Extensive knowledge of policy development, especially as it relates to fiscal matters, and knowledge of both state and federal policy regarding healthcare administration.
- Advanced skills managing and coordinating projects including the development of new policies and systems.
- Knowledge and experience in the principles and practices of budgeting and healthcare finance.
- Experience and understanding of business operations in a clinical/hospital setting.
- Understanding of the state budgeting process - both development and execution.
