Office of Financial Services – Program Financial Management
This permanent, full-time, home-based (remote) position is open to Washington residents and those residing on the /WA and OR/WA borders.
The Office of Financial Services (OFS) provides leadership and support for agency priorities through quality budgeting, contracting, grant management, purchasing, and accounting services. The Office ensures financial compliance with state and federal laws while supporting the Department of Health's operational effectiveness and long-term financial stability.
The Office of Program Financial Management (OPFM), within OFS, is recruiting for two Budget Analyst 4 positions that serve as trusted fiscal advisors and strategic partners to the Department of Health leadership. These positions provide expert-level budget development, financial analysis, forecasting, and fiscal oversight while supporting critical public health programs that improve the health and well-being of people across Washington.
Budget Analyst 4 (Center for Health Statistics)
This position serves as the designated fiscal expert supporting the Center for Health Statistics (CHS) within the Division of Disease Control and Health Statistics. The position manages the office's approximately $30 million biennial operating budget supporting more than 80 FTEs while serving as the primary fiscal liaison with agency budget, accounting, contracts, grants, and purchasing staff. Through collaboration, financial analysis, and strategic planning, this position helps ensure resources are managed effectively to support vital public health services.
Budget Analyst 4 (Office of Resiliency and Health Security)
This position serves as the designated fiscal expert supporting the Office of Resiliency and Health Security (ORHS) and other offices as assigned. The position provides comprehensive budget development, implementation, monitoring, contract and grant oversight, fiscal monitoring, federal funding coordination, fiscal note preparation, and decision package development. As the primary fiscal liaison, this position partners with leadership, agency support offices, local health jurisdictions, state agencies, and external partners to ensure responsible stewardship of public resources.
Key Responsibilities Include:
- Develop, monitor, and maintain operating budgets while ensuring expenditures align with program priorities and available funding.
- Analyze financial data, identify trends, and provide recommendations that support informed decision-making.
- Prepare budget projections, forecasts, and financial reports for program and executive leadership.
- Monitor expenditures and resolve fiscal issues to maintain compliance and financial integrity.
- Serve as the primary fiscal advisor and liaison between assigned programs and Office of Financial Services.
- Build collaborative relationships with program leadership and agency partners to support strategic financial planning.
- Translate complex financial information into clear recommendations for a variety of audiences.
- Coordinate fiscal review and monitoring of contracts and grants.
- Support federal funding requirements, maintenance of effort, matching requirements, and other funding obligations as applicable.
- Review fiscal impacts associated with new initiatives and funding opportunities.
- Ensure compliance with state and federal fiscal policies, procedures, and reporting requirements.
- Develop and improve financial processes that promote consistency, accountability, and operational efficiency.
- Support special fiscal projects and organizational initiatives as assigned.
