Fiscal Analyst 4 Position
The Washington State Liquor and Cannabis Board (WSLCB) Finance Division is announcing an exciting opportunity for a Fiscal Analyst 4 position in Olympia, WA. This position serves and complements the mission of the WSLCB by providing excellent customer service to our internal and external customers. This position complies with all laws and rules, federal policies and regulations, state policies and regulations governed by the Office of Financial Management (OFM), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and WSLCB policies/procedures related to accounting.
The successful candidate will have the ability to provide timely and accurate financial data ensuring efficiency and maximum benefit of state resources.
In this position you will function as a lead in the General Accounting Unit, independently overseeing the processing of financial transactions. Some responsibilities include analyzing, reviewing, verifying, and releasing General Accounting Unit batches, journal vouchers, and corrections daily. You will also serve as the Agency Credit Card Administrator.

Some of the duties you will perform are:
- Review and analyze financial transactions of the other fiscal analysts in the General Accounting Unit.
- Ensure financial transactions are properly coded to the accounting system, and that they are processed timely and accurately.
- Work with others in the General Accounting Unit, Budget, Payroll, and Tax and Fee Units to correct discrepancies,
- As needed, function as the backup to monitor the unbalanced in-process report daily for any outstanding items, researching outstanding items and notifying the originator of issues, requesting they make corrections, and providing guidance on how to process corrections when necessary.
- Provide training to the General Accounting Unit in specific areas when necessary, such as the use of financial systems, transaction coding, etc.
- Monitor and make pay flag corrections monthly, if necessary, to ensure maximum participation in the WA State Office of Minority & Women's Business Enterprises (OMWBE) program.
- Review unit batches, journal vouchers, and corrections daily for accuracy and release when properly completed.
- Work with budget and finance staff to ensure all corrections are processed as needed within the time frame set by General Accounting Supervisor or General Accounting Manager.
- Use problem-solving skills to find and correct accounting errors and improve and streamline processes.
- Responsible for the management and oversight of the credit card program within LCB. Responsibilities include but are not limited to the issuance and cancellation of cards; the monitoring of approving officials and cardholders; and the enforcement of agency policy, procedures, and internal controls related to agency credit cards.
- Ensure agency employees are listed on the delegation of authority and a user agreement has been signed by cardholders before they are issued a credit card.
- Educate and provide training to cardholders on policies and procedures, the proper use of credit cards, and the documentation requirements.
- Review monthly allocation, monthly credit card statements, and backup documentation from GA Fiscal Analyst 3's for completeness.
- Ensure that the information on the Finance SharePoint site is kept up to date related to purchase and travel cards.
