Overview
Under the direction of the Property Tax Manager, the Property Tax Technician is responsible for the Tax Forfeiture process, managing accounts, preparing correspondence, and processing statutory steps to forfeit delinquent properties. The role also includes managing eviction processes, preparing and managing sales of properties, and handling forfeited properties until sold or conveyed to a governmental agency. Additionally, the position manages the confession of judgment program for delinquent accounts, enrolling taxpayers, coordinating court recordings, and handling cancellations due to non-compliance.
The Technician performs high-level technical duties in accordance with laws, regulations, policies, and procedures.
In addition to the main Tax Forfeiture responsibilities, the Technician will provide high-level professional service to customers and taxpayers, including tax calculation assistance, estimating tax amounts, proofing calculations and adjustments, monitoring bankruptcy filings, processing land record ownership transfers, posting and tracking payments, collecting batch payments, and supporting delinquency processes.
Responsibilities- Responsible for the Tax Forfeiture accounts and processes; coordinating all statutorily required steps to prepare the delinquent parcels for forfeiture and sale or conveyance; processing tasks including preparing communications, newspaper publications, court recordings, interacting with taxpayers regarding sensitive financial information and managing the eviction process; managing and preparing properties for sale or conveyance to other governmental agencies; managing the confession of judgment program including determining qualification for the program;
providing information, preparing documentation, coordinating enrollment, corresponding with taxpayers regarding payments due, coordinating court recordings; monitoring accounts for payments, and managing all cancellations due to non-compliance; assisting other staff with the delinquent tax accounts. - Assists staff with some complex tax calculations; calculating tax estimates for customers; assisting with proofing tax calculations and statements for accuracy; and verifying accuracy of tax adjustments and abatements to be processed.
- Compiles and inputs extremely detailed, time-sensitive, and complex data needed to report information for various documents and reports; produces, generates, analyzes, and assists in ensuring accurate reports are sent per regulatory guidelines to various government agencies.
- Processes land record ownerships; processing the complex ownership changes in the county property tax system; identifying issues with ownership changes; working with Land Record Department staff to resolve issues; and assisting with various communications and planning duties, such as mailings, returned mail processing, NCOA follow-up, daily mail and inter-office mail.
- Provides technical and detailed information to the public regarding current and delinquent property taxes, technical questions relating to MN State laws, and State programs; responds to customer inquiries related to payments, delinquencies, tax forfeiture, ownership changes and property tax bills; researches a variety of databases; researches and completes certifications of taxes paid/unpaid for current and delinquent tax years; and explains a variety of federal, state and county regulations relating to tax calculation procedures, deadlines, and requirements.
- Processes tax payments and reconciliation; collecting and posting high volume and significant property tax payments in compliance with statutory and fiscally sensitive distribution deadlines; processing returned items including NSF checks; corresponding with taxpayers to resolve unpaid balances; researching, tracking and recommending approval or denial of penalty waiver applications in accordance with County policy; managing escrow records and payments; managing, reconciling and applying prepayments of property tax to tax bills;
managing, processing and reconciling tax payments paid online; and posting and tracking gravel tax payments received. - Completes other complex duties as assigned.
- Associate Degree and one (1) year of banking, accounting, property tax, or public sector experience.
- High School diploma/GED and three (3) years of banking, accounting, property tax, or public sector experience.
