The State University of New York (SUNY) System Administration Budget Office seeks a Senior Fiscal Analyst who will contribute to the general budgetary and administrative oversight of SUNY's 29 State‑operated campuses, five Statutory Colleges, and three Teaching Hospitals. SUNY is the largest comprehensive public university system in the nation, comprising nearly 400,000 students across 64 campuses, including 30 community colleges, 29 State‑operated institutions, five statutory colleges, and three academic medical centers.
The Senior Fiscal Analyst for State‑operated campuses within the office of Budget will manage external reporting and oversee internal reporting for SUNY four‑year campuses and their associated components. The role supports the implementation, monitoring, and day‑to‑day operations of financial activities. Responsibilities include, but are not limited to, aiding the Assistant Budget Director with the review, analysis, and implementation of annual operating budgets on both allocation and cash basis, overseeing campuses' fiscal condition, assisting in annual revenue projection exercises, providing guidance on State and SUNY policies and procedures, and ensuring adherence to State laws and SUNY regulations.
The incumbent reports directly to the Assistant Budget Director and works with the entire System Administration Budget Office to meet budgetary and financial needs. The position also requires collaboration with other SUNY System Administration offices to prepare budgetary requests, meet reporting requirements, and respond to ad‑hoc questions from campuses, Senior Leadership, Board of Trustees, and external entities.
Key Responsibilities- Manage existing and create new external reports to support ongoing monitoring and ad‑hoc data requests.
- Oversee existing and create new internal reports for monitoring and ad‑hoc data requests.
- Lead campus initial revenue projections and mid‑year updates.
- Complete salary projections for the annual Financial Plan.
- Review and analyze campus budgetary submissions on both cash and allocation basis.
- Support ongoing campus budget operations, including allocation and cash monitoring, and coordinate transfers with external entities.
- Assist with analysis of mandatory fees, including course‑based and Broad‑Based fees.
- Help create the annual Financial Plan to inform campus budget and departmental allocation requests.
- Analyze and summarize annual legislative bills and other documentation to guide strategic direction.
- Provide guidance to campus and statutory college representatives on State law, SUNY policy, and regulations in fiscal areas.
- Assist with presentations on complex fiscal issues to audiences of varying fiscal backgrounds.
- Maintain high standards of ethical conduct, compliance, and financial oversight.

- Bachelor's degree.
- Three to five years of budgeting or financial responsibility preferred.
- Data collection, manipulation, and analytical skills.
- Proficiency with Microsoft Excel.
- Strong verbal and written communication skills.
- Salary range: $70,000–$80,000 annually, dependent on experience, education, training, and certifications.
