Position Overview

LEAP Housing is a Boise-based 501c3 non-profit that is dedicated to developing and preserving affordable housing in Idaho. Our vision is to see communities transformed by hope, connection, and stable housing. To help address the housing affordability crisis, LEAP created the LEAP Housing Impact Fund (LHIF), a Community Development Financial Institution (CDFI) that deploys capital for the sake of affordable workforce and community housing development.

This role reports directly to the CEO and serves as a key strategic partner in growing the Fund. LEAP seeks to hire a highly organized, computer savvy individual with a strong background in housing finance or development, and the financial acumen to underwrite loans, discuss loan structures, lending metrics and actively support fund growth.

In the first six months, this role will focus heavily on foundational administrative work — organizing and streamlining existing loan files, processes, and compliance systems — before transitioning into a greater growth and underwriting capacity as those fundamentals are solidified.

Responsibilities Loan Fund Administration (Operations & Compliance)
  • Manages loan master loan file tracking and loan servicing providers and provides reports to LEAP staff including accounting and senior leadership.
  • Manage the NMLS database to ensure all LLF filings are completed on time, as well as working with accounting to ensure MCR quarterly and annual reports are submitted on time.
  • Maintain and properly store all legal documents related to closings—such as real estate contracts, addendums, promissory notes, and deed restrictions—for each client on the shared drive.
  • Ensure compliance with program guidelines and funding requirements including but not limited to CDFI Fund, Department of Finance, NMLS, SHOP, Federal Home Loan Bank, Municipal Programs and LEAP Housing Impact Fund.
  • Manages all federal and industry reporting requirements, specifically including AERIS reporting and the Transaction Level Report (TLR), in addition to ongoing grant and loan compliance.
  • Develops policies and templates (based on best practices) that govern loan fund operations.
  • Manages annual and quarterly data entry into Aeris for LEAP Charities and LEAP Housing Impact Fund.
  • Interact with LEAP Accounting to determine if loans or applicants are in jeopardy (this could include overseeing collections).
  • Create and maintain a metrics dashboard that is reported on weekly.
  • Participate in training, education and peer learning opportunities to ensure best practices.
  • Work with Bryte Bridge on 501(c)(3) filings and submitting applicable documents as needed.
  • Actively owns the loan pipeline from initial intake through closing, ensuring deals are moving and do not stall.
Underwriting & Deployment (Financial Analysis)
  • Underwrites loans made from the LHIF, evaluating deals for risk and alignment with fund criteria.
  • Prepares underwriting packages and directly supports the LHIF Investment Committee, which holds ultimate decision-making authority on funding approvals.
  • Issue loan approvals to applicants for funding that qualify under purposes approved by the CDFI, i.e. home ownership, housing construction and preservation including Resident Owned Communities.
  • Prepare and convene LHIF Investment Committee meetings when necessary.
  • Develop program qualifications to determine if various applicants meet criteria for funding controlled by LHIF.
  • Monitor a file through closing providing support to all parties involved in order to deploy capital as governed by policy.
  • Directs Title Company to provide reporting to fulfill LEAP compliance needs.
  • Create form closing documents, i.e. templates for deeds, promissory notes, etc. necessary for LHIF loan closing.
