Fiscal Analyst 4
Office of Financial Services – Accounting and Grants, Accounts Payable
This full-time permanent position offers a hybrid work arrangement, combining remote work with scheduled onsite work at our DOH facility in Tumwater, WA, 2 days per week.

The Opportunity

The Office of Financial Services (OFS) plays a critical role in supporting the Department of Health’s mission by providing leadership and expertise in financial and operational management. Through budgeting, accounting, contracting, grant management, purchasing, fiscal monitoring, and financial reporting, OFS ensures agency resources are managed responsibly and in compliance with state and federal requirements.
This Fiscal Analyst 4 serves as the principal assistant to the Accounts Payable Supervisor and is a key resource for financial analysis, policy interpretation, and fiscal compliance. This position conducts detailed reviews of financial transactions and data, provides guidance to staff regarding Generally Accepted Accounting Principles (GAAP), Office of Financial Management (OFM) requirements, and Department of Health policies, and supports agency-wide financial operations.
The position also maintains the agency Chart of Accounts and performs research and analysis using the State Administrative and Accounting Manual (SAAM), Revised Code of Washington (RCW), and Washington Administrative Code (WAC) to resolve complex fiscal questions. Through sound financial stewardship and customer-focused service, this role helps ensure public resources are managed effectively to support vital public health services across Washington State.

Key Responsibilities Include Financial Analysis and Compliance
  • Conduct financial reviews and analyses of fiscal data to ensure accuracy and compliance with state and federal requirements.
  • Review accounting transactions and provide recommendations for corrective actions when needed.
  • Assist with monitoring and maintaining financial controls that support agency operations.
Policy Interpretation and Technical Guidance
  • Serve as a subject matter resource on GAAP, OFM regulations, and Department of Health fiscal policies and procedures.
  • Research and interpret fiscal requirements using SAAM, RCWs, WACs, and other applicable guidance.
  • Provide technical assistance and recommendations to staff and management on fiscal matters.
Accounts Payable Support
  • Serve as the principal assistant to the Accounts Payable Supervisor.
  • Support accounts payable operations by reviewing transactions, resolving issues, and ensuring compliance with established procedures.
  • Assist in identifying process improvements that enhance efficiency and accuracy.
Chart of Accounts Management
  • Maintain and update the agency Chart of Accounts.
  • Ensure accounting structures align with reporting requirements and organizational needs.
  • Coordinate account maintenance activities with internal stakeholders.
Customer Service and Collaboration
  • Respond to inquiries from Department of Health staff at all organizational levels.
  • Build collaborative relationships with program staff, fiscal teams, and external partners.
  • Promote consistent application of fiscal policies and procedures throughout the agency.
