  • Starting salary is based on experience: $47.50/hr ($89,500.00/yr) with no experience, up to $59.38/hr ($/yr) with 10+ years in the same role.

Assistant Budget Director

A typical day in the life of an Assistant Budget Director involves overseeing the agency’s day-to-day fiscal operations and supporting a team responsible for finance, grants, contracts, and local funding. You may spend part of your day reviewing financial statements and revenue trends, working with staff on Medicaid billing or compliance issues, preparing budget and cash-flow projections, responding to an audit request, or helping solve a complex fiscal or operational issue.

You will supervise and support staff, collaborate with leaders and departments across the agency, and work with external partners including Hamilton County and the Ohio Department of Developmental Disabilities. The work varies throughout the year based on budget, reporting, audit, and other fiscal deadlines. Overall, the Assistant Budget Director plays a key role in maintaining strong fiscal operations and providing accurate, timely financial information to support agency decision-making.

Job Duties (Summary):

Fiscal Operations & Staff Supervision

  • Direct daily fiscal operations, including accounting, billing, contracting, purchasing, grants, and financial reporting.
  • Supervise the Finance Manager, Contracts & Local Funding Manager, and Grants Accountant.
  • Ensure accurate monthly financial statements, effective internal controls, and fiscal compliance.
  • Coordinate agency responses to fiscal audits and monitoring activities.
  • Oversee Medicaid and TCM billing for accuracy, timeliness, documentation, and regulatory compliance.
  • Monitor revenue, utilization, billing variances, and error trends; resolve discrepancies.
  • Collaborate with program staff to improve documentation and billing practices.
  • Ensure appropriate Medicaid claiming and related internal controls.
Department of Developmental Disabilities (DODD) Cost Reporting & Fiscal Compliance
  • Lead preparation of the annual DODD cost report and related schedules.
  • Ensure appropriate cost allocations and compliance with DODD, state, and federal requirements.
  • Oversee reconciliations for Medicaid, TCM, waiver services, MAC, and other program funding.
  • Coordinate fiscal and Medicaid audits, monitoring, and compliance activities.
Contracting, Local Funding & Purchasing
  • Oversee contracts, procurement, purchasing, and local funding activities for compliance with applicable requirements.
  • Provide fiscal oversight of FCFC, waiver-funded contracts, fuel card programs, insurance, and the School Lunch Program.
  • Review vendor agreements, purchase requests, bids, and related fiscal and procurement documents.
Budgeting & Financial Analysis
