Description Of Job
The Colorado Department of Revenue (CDOR) is seeking a detail-oriented and analytical professional to serve as a Budget Analyst II within the Financial Services Division . This role is vital in ensuring that state financial resources are utilized effectively and efficiently while maintaining full compliance with all statutes, fiscal rules, and Department policies .
As a Budget Analyst II, you will be responsible for organizing, interpreting, and reporting financial data for assigned divisions across the Department . You will use your excellent communication skills to relay complex financial information in an understandable way to a variety of audiences . Additionally, you will leverage your proficiency in financial systems and Excel to manage complex spreadsheets and models when gathering, organizing, and analyzing critical financial data .

What You’ll Do

  • Develop, analyze, and monitor personal services, operating, and program-specific expenditure budgets for assigned divisions to ensure fiscal health .
  • Regularly pull financial data from the CORE system to balance year-to-date actual expenditures and revenues against divisional reports .
  • Reconcile payroll reports to track the status of staffing plans, vacancy rates, and year-to-date growth or slippage .
  • Gather internal and external data to create three- to five-year forecasts for revenues, fees, and cash fund balances .
  • Collaborate with division leadership to create annual budget planning documents and financial models that align with strategic goals .
  • Compare actual financial results against forecasts to identify, investigate, and explain significant variances .
  • Assist in the production and validation of budget change requests, including decision items, supplemental requests, and budget amendments .
  • Update and maintain complex financial models to project monthly, quarterly, and annual costs based on historical trends .
  • Work with various business units to provide timely budget approval for invoices and requisitions while ensuring compliance with fiscal rules .
  • Conduct rapid-response, non-standard financial analysis to answer unanticipated business questions from division directors or the Budget Manager .
